Summary of the contracting process

The Common Services Agency, trading as Public Services Delivery Scotland, is procuring medical consumables for NHS Scotland. The range covers single-use and reusable tourniquets; neonatal, paediatric and adult lancets; adult and paediatric blood collection tubes; safety needles and safety sets. A further lot covers related accessories that do not fit the other categories and must be used with products in them. The products support blood collection and sampling in primary and secondary care, including limiting infection through the use of single-use tourniquets. Delivery is across Scotland. The procurement is a replacement tender for the existing evacuated blood collection systems framework, and is intended to establish a multi-supplier framework for NHS Scotland.

Applicants must provide turnover information for the previous three financial years for activities similar to this contract, together with accounts or extracts. Required cover includes professional risk indemnity of £2 million and employer’s, public and product liability insurance of £5 million each. Framework participants must outline proposed community benefits or confirm engagement with NHS Scotland’s Community Benefits Gateway.

Reusable Tourniquets

We require a range of Reusable Tourniquets which are used across primary and secondary care by suitably trained personnel across NHS Scotland. This Lot will be a Ranked Award.

Neonatal Lancets

We require a range of safety neonatal lancets which are used across primary and secondary care by suitably trained personnel across NHS Scotland. This Lot will be a Ranked Award.

Paediatric & Adult Lancets

We require a range of Paediatric/Adult Safety Lancets which are used in primary and secondary care settings across NHS Scotland by suitably trained personnel. This Lot will be a Ranked Award.

Adult Tubes

We require a range of Adult tubes that are used across NHS Scotland in a primary and secondary environment by suitably trained personnel.

Paediatric Tubes

We require a range of Paediatric tubes that are used across NHS Scotland in a primary and secondary environment by suitably trained personnel.

Safety Needles

We require a range of Safety Needles that are used across NHS Scotland in a primary and secondary environment by suitably trained personnel.

Safety Sets

We require a range of Safety Sets that are used across NHS Scotland in a primary and secondary environment by suitably trained personnel.

Accessories (Unscored)

This Lot is for items which don't fall into Lots 1-8 but are used in association with an item(s) submitted in another Lot. These items must be relevant to any of the items within Lots 1-8 of the framework. The Authority reserves the right to accept or decline any items submitted into this Lot onto the framework. Suppliers are only awarded to this Lot if they have been successfully awarded to one of the scored Lots 1-8.
