Summary of the contracting process

Jisc Services Limited is seeking suppliers for a framework covering Google for Education products and related services. Products include Google Workspace for Education editions, Gemini for Education, Chrome Education Upgrade and ChromeOS Flex. Suppliers will manage the full licence lifecycle, including provisioning, renewals, upgrades, downgrades, licence adjustments and migrations between permitted editions, and provide wrap-around customer support. Product editions and base prices are governed by a separate commercial agreement between Jisc and Google; suppliers set their margin under the framework. The requirement combines software supply with licensing administration, technical support and software-related services. Deliveries and services may be provided in the United Kingdom, Ireland, Guernsey, the Isle of Man and Jersey.

The buyer has invited offers through a two-stage competitive flexible procedure. Stage one assesses supplier capability and shortlists up to 10 bidders; stage two evaluates technical and pricing proposals, with five suppliers intended for the framework. Expressions of interest were due by 4 November 2026 at 12:00 UTC, and enquiries by 28 October 2026 at 12:00 UTC. The stated award decision date is 6 January 2027. The framework is valued at £20 million excluding VAT (£24 million including VAT), based on an estimated £5 million a year excluding VAT. Its initial term is 29 January 2027 to 28 January 2028, with three optional 12-month extensions, to a maximum end date of 28 January 2031. Technical quality carries 70% and price 30%.

This opportunity is suited to established Google for Education resellers able to supply the named Google product suite and deliver end-to-end licence management and customer support. A mandatory condition is Google Partner Reseller status for Google Workspace for Education; bidders must provide a Partner Certificate, and those unable to evidence this status cannot progress to the second stage. Suppliers also need the capability to handle licence provisioning, renewals, upgrades and downgrades, true-ups and true-downs, and migrations between permitted editions. The two-stage process requires evidence of capability at shortlisting, followed by technical and pricing responses from shortlisted bidders. The framework allows buyers to place orders through supplier ranking or further competition, so suppliers should be equipped to respond to call-offs as well as support a continuing customer relationship. A 3.5% retrospective service-fee rebate on buyer expenditure is payable to Jisc quarterly in arrears.
