Summary of the contracting process

NHS England is planning a national framework for lenvatinib, a pharmaceutical product used within NHS medicines procurement and supply. The framework is intended to support the supply of lenvatinib molecules across NHS organisations in England. It is being managed by NHS England’s Medicines Procurement and Supply Chain function, within NHS Medicines Value & Access. The planned arrangement is divided into regional lots covering the CESW, NWLN and LSNE areas. The procurement concerns goods rather than clinical services, manufacturing works or consultancy. It will suit pharmaceutical companies, manufacturers, marketing authorisation holders, wholesalers and other medicines suppliers able to bring the relevant lenvatinib products to market and supply NHS demand.

This procurement is at the planning stage and is not an invitation to tender. NHS England expects to use an open procedure for an above-threshold framework agreement. The stated estimated value is £35,833,000 excluding VAT, or £42,999,600 including VAT. The planned framework periods are 1 June 2027 to 31 January 2029 for CESW, 1 June 2027 to 30 September 2028 for NWLN, and 1 June 2027 to 31 May 2028 for LSNE. NHS England may extend the arrangement by up to 24 months. It expects the next notice to be published by 30 September 2026. Preliminary market engagement is scheduled, with supplier registration for a virtual meeting closing on 5 August 2026.

The preparation opportunity is most relevant to suppliers planning to launch, or already supplying, one or more lenvatinib molecules covered by the future framework. NHS England is seeking engagement with current and potential new suppliers, so companies with forthcoming product launches may be well placed to contribute. Relevant capability is likely to include pharmaceutical manufacture or authorised supply, reliable medicines distribution across NHS organisations, regulatory compliance and the capacity to support a national framework over regional contract periods. The planned market engagement will address product details, launches during the framework period, tender structure, expected timelines and key performance indicators. Businesses should therefore prepare clear information on their products, launch plans, supply capacity and service performance.
