Summary of the contracting process

NHS England intends to establish a national framework for ruxolitinib, a pharmaceutical product used within NHS medicines supply. The procurement is being led by Medicines Procurement and Supply Chain within NHS Medicines Value & Access, NHS England. The framework is intended for delivery across England, covering the North East, North West, East Midlands, West Midlands, East of England, London, South East and South West. The requirement concerns the supply of ruxolitinib molecules that suppliers are planning to launch or already offer. It is a goods procurement rather than a service or works contract, and is structured as one national lot. The arrangement is intended to support NHS access to the relevant medicine through a central purchasing framework.

This procurement is at the planning stage: NHS England has stated an intention to procure but has not yet invited tenders. The expected procedure is an above-threshold open procedure for a framework agreement. The framework is expected to run from 1 April 2028 to 31 March 2029, with extensions at NHS England’s discretion for up to a further 24 months, potentially until 31 March 2031. Its estimated value is £105.9 million excluding VAT, or £127.08 million including VAT. NHS England expects the next notice to be published by 30 June 2027. Preliminary market engagement was planned, with virtual meetings to discuss product details, launches during the framework period, tender structure, timelines and key performance indicators. The single lot is marked as suitable for SMEs.

The process will suit pharmaceutical manufacturers, marketing-authorisation holders, distributors and other medicines suppliers able to bring the relevant ruxolitinib molecule or molecules to market and supply NHS requirements nationally. Suppliers with planned product launches during the framework period should be particularly well placed to contribute to the market discussion. Preparation should focus on product availability, launch timing, supply continuity, distribution capacity and the ability to meet NHS performance requirements. Businesses should also be ready to explain their product range and proposed supply arrangements, and to comment on how the framework should be structured. NHS England is seeking input from both current suppliers and potential new entrants, so established NHS medicines experience is useful but the engagement is also aimed at prospective suppliers.

The purpose of these sessions is to update suppliers regarding timelines and to discuss product details, product launches during the proposed framework period, tender structure, and KPI's.
