Summary of the contracting process

Belfast City Council has recently awarded a contract under an open procedure for the "Delivery of Minority Ethnic Casework & Advice Services in Belfast". With funding from the Northern Ireland Executive Office via the Home Office Dispersal scheme, this initiative aims to develop community-based casework and advice services for minority ethnic communities, supported by multi-agency advice clinics. The procurement process, which utilized a "light touch" regime under the legal framework of the Procurement Act 2023, culminated with the signing of the contract on 2nd July 2026. The services will be provided in Belfast, with the contract starting on 1st September 2026 and running until 29th February 2028, with potential extensions up to 18 months.

The successful tender, awarded to Law Centre NI, presents substantial opportunities for organisations specialising in community development and social services, particularly those with expertise in managing advice services. Businesses with accredited immigration advisors and a track record of delivering socially impactful services may find this contract resourceful. Moreover, the possibility of contract renewal or options for additional services due to legislative changes in asylum and immigration laws offers further prospects for sustained engagement and potential revenue growth. Small to medium-sized enterprises (SMEs) are especially well-suited, given the emphasis on social value and community impact within the award criteria.
