Summary of the contracting process

Merseytravel sought a specialist engineering contractor for the Mersey Tunnels estate in Liverpool. The work covers eight ventilation stations serving the Kingsway and Queensway Tunnels. The buyer invited offers through a two-stage competitive flexible procedure: a pass/fail Pre-Qualification Questionnaire followed by a closed Invitation to Tender for suppliers that passed. The enquiry deadline was 11 May 2026 at 12:00 and the tender submission deadline was 15 May 2026 at 12:00. The planned award decision date was 15 June 2026 at 23:59. The contract period was 24 September 2026 to 31 March 2028. The estimated value was £8.8 million excluding VAT, or £11 million including VAT. Quality and technical ability carried 70% of the evaluation weighting and price 30%. The procurement was cancelled on 30 July 2026 because the initial requirements did not fully address the project and the buyer intended to restart the process with fuller details.

This opportunity suited specialist engineering and construction contractors able to combine design development with delivery of complex remedial works. Relevant capability included structural refurbishment, architectural building works, ventilation-station infrastructure and work on listed buildings, particularly where surveys, detailed design and construction must be coordinated under Early Contractor Involvement. Suppliers needed to demonstrate the legal and financial capacity set out in the Pre-Qualification Questionnaire, with mandatory requirements assessed on a pass/fail basis. The scale and multi-site nature of the work favoured businesses with sufficient management, design coordination, construction and delivery capacity for eight stations across two major road tunnels. Small and medium-sized enterprises were identified as suitable to participate, subject to meeting the PQQ requirements. The procurement was cancelled and was expected to be restarted with a fuller project specification.

Notice Description

Merseytravel have undertaken a baseline assessment of their assets across the entire tunnels' estate. This assessment was to provide greater understanding of the condition of these assets, any remedial works required and the associated budgets necessary to carry out those remedial works, and any areas of non-conformities against current recognised legislation and/or design guidance. Following the appointment of an Engineering Consultancy to undertake Building Fabric Condition Surveys of the eight ventilation stations across the Kingsway and Queensway Tunnel estate; the purpose of this commission is for a Specialist Engineering Contractor to, under and Early Contractor Involvement (ECI) period, to carry out the detailed design of the remedial works identified within the Building Fabric Condition Survey Reports. Under the two-stage nature of the proposed contract, and subject to the acceptance of the construction costs developed during the ECI phase the Contractor shall be required to undertake the works in line with the project deadlines set out within this document. These works will comprise significant structural and architectural building refurbishment and remedial works to Grade II listed Buildings. The 8 ventilation stations cover the two Mersey Tunnels Kingsway & Queensway with the vent stations.
