Notice Description

The Department for Culture, Media and Sport is intending to procure a delivery partner for the Young Futures Hubs and Transformation programme, to provide support to Local Authorities (LAs) to deliver Young Futures Hubs (YF Hubs) and Local Youth Transformation projects, and to establish a national centre for Young Futures Hubs and transformation, producing guidance, best practices and training to share learning with Local Authorities not participating on the programme.

Lot 1

Options: These options would be subject to DCMS approvals and only triggered if needed, for example within an evolving policy landscape. These options are as follows: 1. An option to increase the scale of the programme to an additional 15 local authorities. This would involve a higher number of local authorities delivering local youth transformation projects only. This option would entail increasing the estimated contract value by up to PS1m and adjusting the financial year profiling to enable delivery to a larger number of local authorities in 27/28 and 28/29. 2. An option to accelerate delivery and increase scale of the programme to an additional 30 local authorities, in line with SoS's ambitions for delivery of the National Youth Strategy, which this programme supports. This option would entail increasing the estimated contract value by up to PS2m and adjusting the financial year profiling to enable delivery to a larger number of local authorities from 26/27, including a rapid mobilisation period. 3. One extension from April 2029 - March 2030, should the programme receive an extension to its funding in the next Spending Review to continue delivery into 2030. This would increase the estimated contract value of up to PS1.5m in 29/30. 4. A contingency option providing up to 2 FTEs on a secondment basis to DCMS. This option would entail the delivery of administration and operational services related to the programme to support DCMS, if required, due to unforeseen resourcing challenges. This would increase the estimated contract value up to PS100,000 over the lifetime of the programme. If this option is utilised the tenderer and the FTEs may be expected to sign any relevant DCSM secondment agreement or other documents.

Renewal: The contract will be awarded for 1 year, with 3 optional extension periods as follows: * August 2027 - July 2028 -optional 12 month extension period * August 2028 - March 2029 - optional 7 month extension period * April 2029 - March 2030 - optional 12 month extension period The Department reserves the right to extend the contract for a further 31 months in increments of 12 months and 7 months as set out above, based on performance and budgetary availability. The maximum contract length will be 43 months.
