Domestic Violence and Abuse (DVA) safe accommodation and support services for individuals within the LGBTQ+ community
Notice Description
Manchester City Council is seeking to engage with existing and potential providers of specialist Domestic Violence and Abuse (DVA) safe accommodation and support services for individuals within the LGBTQ+ community. The Council intends to host market engagement activity to inform the future procurement of a specialist LGBTQ+ DVA safe accommodation service. This engagement will provide an opportunity to outline the Council's emerging commissioning intentions and to seek feedback from the market on service design, delivery models, accommodation options, and market capacity. This engagement is non-binding and is being undertaken for the purposes of early market engagement only. Participation does not form part of a procurement process and does not give rise to any advantage or disadvantage in relation to any future tender. Overview of the Proposed Service The Council is exploring the commissioning of a service with the following indicative scope: Service type: Specialist LGBTQ+ domestic abuse support in safe accommodation, in accordance with Local Authority's Part 4 duties outlined within the Domestic Abuse Act, 2021 Client group: LGBTQ+ victims and survivors of domestic abuse Accommodation model: A minimum of 8 units of self-contained safe accommodation at any one time. Short-term stays (typically 3-6 months), within the Manchester city boundary Support offer: Trauma-informed, strengths-based, person-centred support Specialist LGBTQ+ domestic abuse interventions Risk assessment, safety planning, advocacy and move-on support Indicative contract value: circa PS112,000 per annum The final service model, contract value and delivery requirements will be informed by this engagement and are subject to formal approval.

As part of this engagement, the Council intends to: outline the proposed scope and scale of the future service; explore different models of LGBTQ+‑affirming safe accommodation; understand accommodation availability and constraints within Manchester; explore opportunities for partnership or consortium delivery; and identify potential market risks or barriers to delivery. Interested organisations are invited to: Respond in writing to a short set of market engagement questions using the form below- Market Engagement Safe Accommodation for LGBTQ+ Victims and Survivors - Fill in form and/or Attend an in-person provider engagement session at Queer Lit, 27 Great Ancoats Street, Ancoats, Manchester M4 5AJ on Tuesday 6 May 2026, 10am-1pm Due to venue capacity, attendance is limited to a maximum of two delegates per organisation. If you would like to attend, please reserve your place by completing the following short form: Manchester City Council: Specialist LGBTQ+ Support- Domestic Abuse Market Engagement Event - Fill in form The Council welcomes engagement from: Specialist domestic abuse organisations; LGBTQ+‑led or LGBTQ+‑specialist organisations; Housing and supported accommodation providers; VCFSE organisations; Partnerships or consortia (including organisations wishing to explore collaboration); Organisations with relevant experience but not currently delivering similar services in Manchester. Providers do not need to be currently commissioned by Manchester City Council to participate.
