Summary of the contracting process

Manchester City Council is currently at the planning stage for a procurement process aimed at developing domestic violence and abuse support services tailored to the LGBTQ+ community. The service involves providing specialist Domestic Violence and Abuse (DVA) safe accommodation within Manchester, with a focus on trauma-informed, strengths-based, and person-centred support. Key engagement activities, including an in-person session, are scheduled to take place at Queer Lit, Ancoats, Manchester, before 6 May 2026. The tender is classified under health and social work services, with an indicative contract value of £112,000 per annum. Interested parties should note the procurement method is initiated through tender and falls under the 'light touch' regime, focused on early market engagement, not forming part of the formal procurement process.

This procurement presents an excellent opportunity for organisations specialising in domestic abuse support, housing providers, or those offering LGBTQ+ services to expand their influence in Manchester. The city council welcomes interest from specialist domestic abuse organisations, LGBTQ-led entities, and collaborations exploring consortium delivery models. With the indicator for SME and VCSE suitability, small to medium enterprises and voluntary, community, and social enterprises can exploit this chance to partner with the council, potentially enhancing service delivery and contributing to societal support mechanisms. As the council plans to commission a service involving 8 units of self-contained accommodation, organisations with expertise in trauma-informed interventions, risk assessment, and advocacy for short-term stays can position themselves advantageously for future tender success.
