Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) is seeking a provider to run a digital marketplace through which public sector organisations, including YPO, can buy goods. Customers will place orders through the provider’s marketplace, and goods will be delivered directly to each customer. This is a digital marketplace retailing service rather than a tender for YPO to buy a specified list of goods itself. The arrangement is intended for YPO and other contracting authorities, with eligible users identified through YPO’s customer arrangements. Suppliers operating an online marketplace and able to support public sector purchasing and direct delivery are the most relevant. The requirement is for a single provider to serve the framework, so it is not a multi-supplier marketplace arrangement.

YPO invited offers through an open procedure for a single-provider framework agreement. The tender was issued on 30 September 2026. Questions were due by 28 October 2026 at 14:00 UTC, and bids by 4 November 2026 at 14:00 UTC; an award decision was scheduled by 9 December 2026. The initial framework term is two years from 23 January 2027 to 22 January 2029, with two possible two-year extensions, to a maximum end date in January 2031. Its stated estimated value is £800 million excluding VAT (£960 million including VAT). The framework has one lot. Evaluation gives equal 20% weight to cost, the digital platform, policies and procedures, continuous improvement and innovation, and social value. Economic and technical selection criteria apply; submissions may be electronic and must be in English.

This opportunity suits marketplace operators able to provide a functioning digital platform for public sector customers, process customer orders through it and arrange direct delivery of purchased goods. YPO has marked the requirement as suitable for small and medium-sized businesses and voluntary, community and social enterprises, so participation is not limited to large suppliers. The framework is designed to support a broad public-sector customer base and substantial purchasing activity, making the capacity to serve multiple contracting authorities commercially important. Bidders should be prepared to demonstrate their economic and technical standing, and to address platform quality, operating policies and procedures, ongoing improvement and innovation, and social value. The winning supplier will be the sole framework provider, and customers will place call-off orders with that provider without a further competition. A rebate is payable by the successful supplier, on tiered terms.
