Summary of the contracting process

Wrexham County Borough Council procured emergency social care and support staffing for Adult Social Care and Children and Family Services. The requirement covers urgent, out-of-hours Emergency Duty Team cover; children’s social care, child protection and family intervention; adult safeguarding, hospital discharge and crisis support; staffing for residential and supported living settings; and practical or emotional support in homes and communities. Staff may be deployed at very short notice, including outside normal working hours, to address unexpected demand, absence or critical incidents. Services are delivered across Wrexham County Borough, with occasional work elsewhere where needed for statutory duties or continuity of care. The procurement is for social work and related services (CPV 85300000).

The procurement is complete and was awarded through an open procedure. One lot was evaluated on quality at 70% and commercial terms at 30%. It established a closed framework without reopening competition, with up to three providers. Thirteen bids were received, including ten from SMEs. The award was dated 3 August 2026 and selected BLACK AND GOLD SERVICES LTD, AESN LIMITED and BLUESTONES MEDICAL RECRUITMENT LIMITED. The award value is £3,200,000 excluding VAT (£3,840,000 including VAT). The awarded contract runs from 1 September 2026 to 31 August 2028, with renewal options in annual increments for up to two further years, giving a maximum end date of 31 August 2030. The original estimated lot value was £745,853.89 excluding VAT (£895,024.66 including VAT).

This procurement demonstrates established demand from Wrexham County Borough Council for agencies able to provide social care and support workers rapidly across both adult and children’s services. Credible future competitors would need access to suitably trained, vetted and experienced staff, with the capacity to respond to emergency requests, potentially in less than 24 hours and outside standard working hours. Relevant capability includes safeguarding, child protection, care and support planning, family intervention, hospital discharge, crisis intervention, Emergency Duty Team work, and staffing for 24/7 residential or supported living settings. Suppliers should be able to evidence compliance with safeguarding responsibilities, regulatory standards, employment law and professional requirements for work with adults and children. The requirement is suitable for SMEs and VCSEs, and the evaluation placed greater emphasis on service quality than commercial terms.
