Summary of the contracting process

Leicester City Council is procuring energy-efficiency consultancy services for a Domestic Energy Assessment Survey Programme covering all of the Council’s housing stock. The requirement is to carry out Energy Performance Certificates and create the data records needed to meet new central government requirements by 2030. The work is for the Council’s housing stock in Leicester. This is a services contract managed by Leicester City Council, a public authority. Suppliers should therefore be able to deliver a coordinated domestic energy assessment programme across a substantial housing portfolio, with outputs suitable for regulatory compliance and reliable housing-stock records. The opportunity concerns assessment and consultancy work rather than construction, building repairs or general energy supply.

The process has reached tender: Leicester City Council invited offers through an open procedure. Enquiries had to be submitted by 13 August 2026 at 12:00, and tenders by 24 August 2026 at 12:00. The stated award decision date is 11 September 2026. The contract period is 4 January 2027 to 3 January 2030, with options to extend for a further two years in two one-year periods. The estimated value is £1,500,000 excluding VAT and £1,800,000 including VAT. There is one lot. Evaluation is based on price weighted at 70% and quality at 30%. Electronic submission is allowed in English through the specified procurement portal.

This opportunity suits energy assessment and energy-efficiency consultancy businesses able to survey domestic properties at scale and produce Energy Performance Certificates for a complete local-authority housing stock. Suppliers should be prepared to manage a structured programme across many homes, maintain accurate property-level records and provide evidence that supports the Council’s regulatory obligations. The work is likely to favour organisations with established surveying teams, dependable data-capture and quality-assurance processes, and experience delivering housing or public-sector assessment programmes. The lot is identified as suitable for small and medium-sized enterprises, so specialist SMEs with sufficient operational capacity may compete alongside larger consultancies. Businesses focused solely on construction, repairs or energy supply are less closely aligned with the requirement.
