Summary of the contracting process

YPO’s National Framework for Major Works 2026 provides public-sector organisations with contractors for construction and refurbishment projects across the UK. Pagabo manages the procurement for YPO; Sellafield Limited is also identified as a buyer, with work at Sellafield Site under the collaborative partner lot. Appointed suppliers include Wates, BAM, Morgan Sindall, Robertson and John Graham on the collaborative partner lot; the other lots have multiple appointed contractors. For Lots 2–5, evaluation weighted quality at 60% and price at 40%; Lot 1 was assessed on price.

This is a substantial, multi-region construction framework suited to firms able to deliver public-sector building and refurbishment work, from smaller projects through to major schemes and programmes. Credible providers need the capacity to manage new build, extensions, remodelling, retrofit, fit-out, renovation and repair, with mechanical, electrical and plumbing expertise and, where relevant, civil engineering, landscaping and site infrastructure capability. The appointments show that established large contractors competed alongside small and medium-sized construction businesses, particularly across the lower-value bands. A supplier’s fit depends on its delivery scale and geographic coverage: the framework includes UK-wide opportunities, regional appointments and a Sellafield-specific collaborative partner lot. For the project lots, demonstrating strong quality alongside competitive pricing was central to selection.

Pagabo Limited, on behalf of Yorkshire Purchasing Organisation (YPO), intend to award a Framework of contractors capable of providing major works construction and refurbishments within the UK for the Public Sector. The Major Works Framework is principally intended for use on works PS5,000,000 and above in value delivered as individual construction related projects, parts or phases of a project, batches of projects or defined programmes of work, or undefined (or loosely defined) programmes of works over a set period of time, across all value bands. Works and services are listed under the following Common Procurement Vocabulary (CPV) classification as follows, and include all relevant sub-hierarchies: * 45000000 - Construction work * 70000000 - Real estate services * 71000000 - Architectural, construction, engineering and inspection services The main areas of activity will comprise of general construction and/or building services work, including but not limited to: new build, extensions, remodelling or alterations, refurbishment, retrofit and specialist fit-out; renovation, planned remedial and/or repair work; mechanical, electrical and plumbing (MEP) works; and may also include civils, landscaping and associated site infrastructure works as required to construct the works. The National Framework for Major Works 2026 has been procured under the Procurement Act 2023 and Procurement Act Regulations, scheduled to commence in October 2026 for a term of 4 years.
