Summary of the contracting process

The Construction Industry Training Board (CITB) procured plant machinery for its Plant Operator training operations in the United Kingdom. The requirement covered two goods lots: a new or very low-hour ex-demonstration 25–30-tonne articulated dump truck, to restore the training fleet and improve machine allocation for learners; and a new or low-hour ex-demonstration four-wheel-drive agricultural tractor rated at 200–250 horsepower, for preparing training fields and supporting apprentice and commercial training. The machinery is intended for use in CITB’s training activities and field operations. This is a specialist plant supply requirement rather than a general vehicle, equipment hire, maintenance or training-services contract.

The procurement is complete and has been awarded through an open procedure. The articulated dump truck lot was awarded to Liebherr Great Britain Limited on 19 August 2026 for £300,000 gross, with a contract period from 8 September to 31 December 2026. The agricultural tractor lot was awarded to Ben Burgess & Co Limited on 19 August 2026 for £155,991.73 gross, for the same contract period. A standstill period for the dump truck runs to 28 August 2026, with signature scheduled for 7 September 2026; the tractor also has signature scheduled for 7 September 2026. Each lot was evaluated on 70% quality and 30% price. Four bids were received for the dump truck and three for the tractor.

This requirement is relevant to manufacturers, authorised dealers and specialist plant suppliers able to provide new or ex-demonstration machinery in the specified operating classes. Credible competitors would need access to a 25–30-tonne articulated dump truck and a 200–250 horsepower four-wheel-drive agricultural tractor, with the ability to demonstrate quality, condition, suitability for operator training and reliable delivery. The buyer’s demand is operationally specific: the dump truck supports a specialist training fleet, while the tractor is used intensively for ground preparation and field-based instruction. The competition attracted four dump-truck bids and three tractor bids, showing participation from multiple suppliers. Suppliers targeting similar CITB requirements should be able to compete on quality as well as price.

Notice Description

CITB is seeking to procure two items of plant machinery to support its Plant Operator training operations. The first requirement is for a new or very low hour ex-demo 25-30 tonne Articulated Dump Truck (ADT) to replace a machine sold in 2025 and restore the ADT training fleet to four machines. With the fleet currently operating at three machines, the training department faces ongoing challenges in allocating learners effectively. Whilst hiring has been considered, ADTs are a highly specialist machine, carry significant hire costs, and availability across the UK market is severely limited due to demand from major ongoing construction projects. Those machines available for hire do not meet the required standard for training purposes. The second requirement is for a new or very low hour ex-demo agricultural tractor to replace an aging machine used in the preparation of Plant Operator training fields and for apprentice and commercial training activity. The current tractor carries a high number of operational hours due to frequent use, and maintenance costs are increasing as a result. This ground preparation function is essential to the continued operation of the training field. Whilst a dozer can be used as an alternative, the running and repair costs associated with this type of machine make it an unviable long-term solution.

Lot Information

New or very low hours ex-demo 25-30T Articulated Dump Truck.

To replace an out-of-date machine that was sold in 2025 and bring the ADT fleet back up to four machines. With the fleet being restricted to three, the training department struggles with allocating learners to machines. Ideally, we could hire this machine, however, they are an extremely niche machine and very expensive to hire. Adding to the issues with hiring, the large construction projects currently ongoing in the UK, the number of machines available for hire are limited and what are on the market are not of an acceptable standard.

A new or low hours ex-demo 4WD tractor, 200-250HP.

To replace an aging tractor used for preparing the Plant Operator training fields and used for apprentice/commercial training. The repairs bills for the tractor are starting to increase because of the relatively high hours as the tractor is used frequently to prepare the ground for training. This operation is needed for the continued use of the field. We can use a dozer; however, the high running costs and repairs bills that result from running this type of machine doesn't make it a viable option.
