Summary of the contracting process

Blackpool Council sought to engage the community in tennis through the "Provision of Tennis Development Programme for the Blackpool Community" project. The procurement, categorised under recreational, cultural, and sporting services, aimed to rejuvenate public tennis courts in Blackpool. The initial tender, identified as DN813637, utilised an open procurement method suitable for below threshold, open competition. While the procurement was initiated on 28 April 2026 with a submission deadline on 18 May 2026, the tender process eventually concluded without bids, ultimately leading to termination on 3 June 2026.

This tender presented a notable business opportunity for service providers specialising in sports development and community engagement. Specifically, it was suited for entities capable of delivering engaging recreational programmes and willing to handle operations under a concession model. The project included the potential for revenue generation through coaching services and licensing fees. With the opportunity to extend service provision through potential contract renewals for up to two additional years, this offered a growth avenue for SMEs and VCSEs familiar with sports coaching and community programme delivery, aligning with Blackpool Council’s community development initiatives.
