Summary of the contracting process

The Centre for Process Innovation Limited is procuring a closed, multi-supplier framework for mass spectrometry equipment and associated services across all CPI sites. The scope covers supplying new mass spectrometers, servicing and maintaining existing instruments, supplying parts, providing technical support, and delivering training. It includes equipment from Waters, Thermo Fisher Scientific, Agilent and Hiden, as well as new equipment from suitable manufacturers or specialist suppliers. The procurement is primarily for goods, with repair and maintenance services forming the main element of the existing-equipment lots. The buyer is a public undertaking based at the Wilton Centre in Redcar. The requirement is relevant to mass spectrometer manufacturers, authorised service providers, specialist maintenance companies, parts suppliers and technical training providers.

The procurement has been awarded following an open procedure, with the framework divided into five completed lots. Lot 1 covers new equipment, supply, servicing, support and training: £2,000,000 excluding VAT, awarded to Agilent, Bruker, Hiden Analytical, Thermo Fisher Scientific and Waters. Lots 2 to 5 each cover servicing, parts and support for existing Waters, Thermo Fisher, Agilent and Hiden equipment respectively, each valued at £2,000,000 excluding VAT. Lot 2 was awarded to Agilent and Waters; Lot 3 to Agilent and Thermo Fisher; Lots 4 and 5 to Agilent. The award date was 18 August 2026. The framework contract period is 7 September 2026 to 6 September 2030. Lot 1 was evaluated 70% on quality and 30% on price; Lots 2 to 5 on quality alone. The tender submission deadline was 1 June 2026 and the award decision period ended 13 July 2026.

This procurement demonstrates sustained demand from CPI for specialist mass spectrometry capability, including both capital equipment and manufacturer-specific lifecycle support. A credible future competitor would need demonstrable expertise in mass spectrometer installation, planned and reactive maintenance, fault diagnosis, parts supply and technical support. For new equipment, suppliers would also need the capacity to provide training and demonstrate strong service quality alongside competitive pricing. The awards show that manufacturer or authorised-service capability was important: the selected suppliers included the named equipment manufacturers and established analytical-technology companies. The framework was identified as suitable for SMEs, although the bids were concentrated among large suppliers; one SME bidder reached the final stage for the new-equipment lot and one for the Hiden-support lot. Suppliers able to cover CPI’s sites and maintain reliable response capacity would be well placed when this requirement returns to market.
