Summary of the contracting process

Coventry City Council is procuring works at War Memorial Park in Coventry to replace the existing water feature and enhance the park’s play facilities. The scope includes a new children’s play area, playground equipment and an open-plan Multi Use Games Area (MUGA), together with associated flatwork for the play area. This is a construction and recreational-facilities opportunity rather than a supply-only purchase. The council is the buying organisation and the works are intended for War Memorial Park. The procurement is structured as a single requirement and is identified as suitable for small and medium-sized enterprises. Businesses involved in playground construction, park equipment installation, MUGA delivery, groundworks or related public-realm works should find the scope relevant.

The process has reached tender: Coventry City Council invited offers through a below-threshold open competition. The estimated value is £330,000 excluding VAT, or £396,000 including VAT. The contract period is 23 October 2026 to 31 March 2027. The deadline for submitting enquiries was 18 September 2026 at 4:00pm, and the deadline for tenders was 28 September 2026 at 12:00 noon. Electronic submission was allowed through the council’s tendering portal. Offers are evaluated on price and quality: price carries 60% and quality 40%. Quality assessment covers concept design at 15%, methodology at 10%, key technical risks at 5%, programme at 5%, and social and added value at 5%.

This opportunity suits small and medium-sized businesses able to deliver play-area and recreational-sports works as a coordinated project. Relevant suppliers may include playground designers and installers, manufacturers or installers of playground equipment, MUGA specialists, surfacing and flatwork contractors, and construction firms experienced in park improvements. Competitors will need to demonstrate a credible concept design, a practical delivery methodology, and an understanding of key technical risks. They will also need to present a workable programme for completing the works within the contract period, alongside proposals for social and added value. The evaluation gives substantial weight to price, while the quality elements reward firms able to combine design, construction planning, risk management and community benefits.
