Summary of the contracting process

Herefordshire Council procured professional, multi-discipline building consultancy services for its planned school building maintenance programme. The appointed provider is responsible for prioritising, planning, coordinating and managing maintenance works across the county’s local-authority-maintained schools. The scope also covers emergency and contingency works arising from unplanned maintenance needs. This is a public-sector property and construction consultancy requirement, including building services consultancy. Delivery is across Herefordshire, particularly the council’s maintained school estate. The work suits consultancies able to manage a programme of construction and maintenance activity on behalf of a local authority, coordinate several disciplines and respond to both planned requirements and unforeseen building work.

The procurement has been awarded following a completed open procedure. SIX PROPERTY CONSULTING LIMITED was selected for the single lot, with an award value of £255,000 excluding VAT (£306,000 including VAT), dated 13 July 2026. The wider estimated contract value was £1,250,000 excluding VAT (£1,500,000 including VAT), based on consultancy fees applied to an estimated £3 million construction and works programme. The contract is scheduled to run from 29 July 2026 to 28 July 2030, with extensions potentially taking it to 27 July 2036. The award decision was assessed on quality and social value at 70%, and price, based on consultancy fees and hourly rates, at 30%. Twenty bids were received, with 17 reaching the final stage.

This award demonstrates established demand from Herefordshire Council for a consultancy capable of managing a complex, multi-discipline school maintenance programme rather than delivering isolated surveys or individual works. A credible future competitor would need strong programme-management capability, building and building-services expertise, and the capacity to prioritise and coordinate work across a dispersed maintained-school estate. Experience of planned maintenance, construction delivery, emergency response and contingency arrangements would be directly relevant. The evaluation gave greater importance to quality and social value than price, so evidence of robust delivery methods, stakeholder management, community benefits and dependable service would be important. The competition attracted substantial interest and all final-stage bidders were SMEs, indicating that a suitably capable specialist or consortium can compete without being a large national contractor.
