Summary of the contracting process

Social Security Scotland is procuring an external service provider to supply, implement, support and continuously improve a strategic Debt Management System. The system must manage the complete debt case lifecycle from end to end, supporting the organisation’s debt management operations through software, information systems, integration and related IT services. The requirement covers both the technology and the associated implementation and support service, rather than an isolated software licence. Delivery is in Scotland, with Social Security Scotland based in Dundee. This is a single-service requirement for a supplier able to provide and operate a strategic debt case management solution, including ongoing improvement and support throughout the service period.

The procurement has reached tender: the buyer invited offers through an open procedure. It is a single-lot competition, with questions due by 28 July 2026 and tenders due electronically by 12:00 on 18 August 2026. Evaluation is scheduled from 25 August to 25 September 2026, with contract award planned for 30 November 2026 and contract commencement on 11 December 2026. The initial contract period is 72 months, including a 12-month implementation phase; service delivery starts in month 13. The buyer may extend the contract by up to 24 months and intends to renew it to maintain continuity. Evaluation is split equally between technical quality and price, at 50% each. This opportunity suits established IT suppliers with a proven debt management or debt case management product, and the capability to implement, integrate, support and continuously improve a strategic system across the full debt lifecycle. Suppliers should be able to deliver software development, systems integration, advisory services and agile, iterative, DevOps or continuous-deployment services, while operating robust cyber security and data protection controls. The requirement is suited to organisations with sufficient financial standing, including a Dun and Bradstreet failure score of at least 40, and the capacity to support a long-term service with a substantial implementation phase. Required insurance includes employer’s liability and public liability cover of £5 million each, plus professional indemnity and cyber security or data protection cover of £10 million each.

Invitation to Tender 4. Contract Award Additional information: 72 month initial period includes a 12 month implementation period, with the service to start in month 13 of the contract.

Options: Option to extend for up to an additional 24 month period

Renewal: The contract is scheduled for renewal prior to the expiry date to ensure continuity of service.
