Summary of the contracting process

The Mayor's Office for Policing and Crime in London is overseeing a procurement process for the "MOPAC: London Victim and Witness Service: Universal Adult Support Service". The tender falls under the Health and social work services category. The process, currently in the award stage as of 30th April 2026, seeks to establish a comprehensive support service for adult victims in London. This includes the management of police referrals, provision of support, and coordination with various agencies to enhance service quality. The procurement method undertaken was a Competitive Procedure with Negotiation under the Light Touch Regime, specific to the UK's regulations. The initial term of the contract is set from 1st April 2024 to 31st March 2028, at a value of £15,400,000, with possibilities for two annual extensions, pending MOPAC’s discretion, increasing the potential total to £41,860,000.

This tender offers significant opportunities for businesses in the health and social services sector, particularly those specialising in victim support, counselling, and social work. Large organisations like Victim Support, which has already been involved in the contract, can leverage their expertise in managing comprehensive victim support services and collaborative partnerships. Companies that are equipped to deliver advanced digital solutions for managing online presence and systems integration may also find growth opportunities here, given the emphasis on enhancing the online ecosystem of victim support services. The contract's scale and scope allow for significant potential growth and service expansion for involved businesses, fostering potential partnerships across London's support service network.
