Summary of the contracting process

The Government Commercial Agency intends to establish Workforce Solution 2, a central public-sector framework for buying workforce and talent services across the United Kingdom. It will cover contingent labour and related services, permanent recruitment process outsourcing (RPO), vendor-neutral recruit-train-deploy services, statements of work, resource augmentation and consultancy, overseas workers, and other recruitment or total talent acquisition models that emerge during the framework term. This is a services procurement for organisations able to supply workforce solutions, recruitment services, talent acquisition, consultancy or associated managed services. The framework is intended to give public-sector organisations a central route for procuring extended workforce support and acquiring talent.

This procurement is at the planning stage: the buyer has stated an intention to procure and has not invited tenders. The planned route is a framework agreement, with one planned lot and renewal provisions. The buyer expects to publish the next notice by 14 April 2027. Market engagement is scheduled through 29 October 2027 and will inform the scope, structure, route to market, terms and conditions, guidance and customer journey; it may include surveys, industry round tables and supplier and customer sessions. The planned contract period is 2 September 2030 to 31 August 2036, with a possible extension to 31 August 2038. The estimated value is £20 billion excluding VAT, or £24 billion including VAT. The procurement is above threshold.

The future framework should suit established recruitment agencies, contingent workforce providers, RPO specialists, talent acquisition businesses, consultancy and resource augmentation firms, and providers able to recruit or support overseas workers. Suppliers with the capacity to serve public-sector customers across the UK will be well placed, particularly those able to operate through several workforce models rather than a single recruitment channel. Relevant preparation includes demonstrating delivery capability for temporary and permanent recruitment, recruit-train-deploy programmes, statements of work, consultancy and managed workforce services.
