Summary of the contracting process

The procurement process initiated by LHC for the Scottish Procurement Alliance (SPA) focuses on the "WD2 – PVC-U and Timber Windows and Doors" framework, mainly covering works related to the installation of doors and windows and related components. The project spans the geographic region of Scotland and involves several lots, including the manufacture, supply, and installation of PVC-U, timber, and aluminium-clad timber windows and doors. The framework facilitates the engagement of various contracting authorities such as local authorities, health boards, universities, and registered social landlords across England, Wales, and Scotland. The procurement stage is at the contract award phase, with the framework period extending until 31st January 2027. Notably, the contract aims to deliver community benefits, such as employment opportunities for priority groups and subcontracting chances for SMEs, promoting both economic and social objectives.

This contract offers substantial opportunities for businesses involved in window and door manufacturing and installation. Enterprises with expertise in producing timber and PVC-U products and those capable of delivering both supply-only and complete installation services stand to benefit considerably. Particularly, SMEs can leverage subcontracting opportunities, enhancing their market presence while contributing to local economic development. With a contract value of £30 million, the framework is well-suited for SMEs and larger organisations within the construction and building sectors looking to expand their portfolios. Engaging in such frameworks can not only boost business growth through direct project participation but also through the development and strengthening of supply chains and community networks in Scotland.

The extension is required to maintain continuity of service while the replacement framework (WD3) is finalised and implemented. The extension will allow existing and pipeline projects to continue to be procured without disruption. No new projects will be initiated under this framework once the replacement framework (WD3) is live. There are no other changes to the scope, nature, or overall structure of the framework, and the modification does not alter the original conditions of competition.",
"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The need for this modification has arisen due to the operational and procurement complexities associated with developing and implementing the replacement framework. This includes undertaking appropriate market engagement, refining the procurement strategy, and ensuring the successor framework is structured to provide improved clarity and effectiveness for future call-offs. While LHCPG has acted diligently in progressing the renewal, the time required to complete a compliant procurement, has exceeded the original anticipated timeline. As a result, an extension is necessary to ensure continuity of service and to avoid any gap in provision. The modification is proportionate and strictly limited to the minimum period required to complete the procurement and implementation of the replacement framework, and does not alter the overall nature of the contract."
