Summary of the contracting process

Sandwell Metropolitan Borough Council commissioned gas third-party audit inspections to supplement its in-house quality assurance team. The appointed auditor carries out gas quality audits, post-service inspections of tenants’ appliances connected to flues, visual checks of tenant-owned flueless appliances, and audits of new boiler installations where required. The work also covers reviewing Landlord Gas Safety Records, service and completion certificates, and installation benchmarks, identifying omissions and discrepancies, and producing inspection records and reports. Occasional work-in-progress inspections assess whether the council’s team or contractors follow adequate gas-safety procedures, including personal protective equipment requirements. The services are delivered for the council’s housing operations in Sandwell, West Midlands, and are classified as technical inspection and auditing services.

This procurement is complete and was awarded through a below-threshold open competition. Morgan Lambert Ltd was selected on 21 July 2026 for the single lot. The award is valued at £115,000 excluding VAT (£138,000 including VAT). The awarded contract runs from 1 August 2026 to 31 July 2030. The original tender required submissions by 1 June 2026 at 3pm, with enquiries closing on 26 May 2026 at 5pm. Evaluation weighted price at 70% and quality at 30%. Four bids reached the final stage, all from SMEs. The tender record also lists a lot contract period ending 31 August 2030 and a lot value recorded in AED; the award information gives the contract value and period in GBP and is the relevant outcome.

This award indicates sustained demand from Sandwell Council for independent gas-safety assurance across housing maintenance and boiler installation work. A credible competitor would need officers with current ACS qualifications including CCN1 or CPA1, CENWAT, HTR1, CKR1 and DAH1, plus a recognised assessor or auditor qualification such as A1, A2, D32, D33 or TAQA. At least seven years’ gas-industry experience is required for the audit role. Relevant capability includes inspecting serviceable and flueless appliances, checking new installations against gas and building regulations including Boiler Plus, scrutinising compliance paperwork, identifying defects, and producing clear reports. Providers also need to assess contractor procedures and site health-and-safety controls, including PPE use, while supporting a council’s internal assurance function.
