Notice Description
Liverpool City Council is seeking to appoint suitably experienced providers to deliver a high-quality, short-stay intensive accommodation-based support service for adults, aged 18 and over (without dependent children) who are using drugs and/or alcohol and experiencing homelessness or housing instability and are motivated to make positive changes.

Lot 1
Renewal: The initial contract is a 15-month term, with an option to extend for a further 12 months in any number of configurations. Extensions will be used at the sole discretion of the contracting authority. The contracts will be managed and performance monitored throughout the duration of the contract which will support any option to extend. Ongoing requirements and service scope will also be considered.

Date: Monday 11th May 2026 at 2pm - 3.pm Location: Microsoft Teams The Market Engagement is for a Pre-Hab Service. The Pre-hab Service' will provide a supported housing offer for those individuals who are on a recovery journey but require an additional period of support prior to entering rehabilitation. It will offer 24/7 on-site support to a minimum of 8 people at any one time, plus a short-stay high-support bed. The service aims to provide a vital bridge between an unmanageable life of dependent substance use and abstinence-based recovery. It will enable people who are known to struggle to make the transition into structured treatment with a preparatory step to enable their longer-term outcomes more sustainable. The service will be delivered in an accommodation-based setting with 24/7 on-site support and intensive housing management to enable individuals prepare people for long-term, sustainable changes in their lifestyle and behaviour. Bidders will be required to source the appropriate building from which to base the service as part of their tender proposal. The service is funded by the Housing Support Grant (HS) element of the Drug and Alcohol Treatment and Recovery Improvement Grant (DATRIG).
