Summary of the contracting process

Liverpool City Council is currently in the tender stage of a procurement process for its "Adult Recovery Services" project, aimed at providing intensive accommodation-based support for adults aged 18 and over who are experiencing substance misuse and housing instability. The procurement falls under the health and social work services category and is located in the region of Liverpool, UKD72. Utilising an open procedure method, the Council invites submissions from suitably experienced providers by 1st September 2026 for the tender and 25th August 2026 for enquiries, with the contract expected to start on 4th January 2027. The value of the contract is estimated at £750,592.45 excluding VAT, and it is structured under a 15-month initial term with a potential 12-month extension.

This tender presents significant business growth opportunities for entities specialising in social services, especially those with experience in substance misuse and housing support. SMEs and VCSEs are particularly encouraged to apply, reflecting the Council's support for a diverse supplier base. With a focus on quality, social value, and cost, businesses with a robust proposal around these criteria stand a competitive chance. Given the necessity for high-quality, client-centred interventions within a structured setting and the potential for contract renewal, this tender is ideal for organisations keen on establishing or bolstering their service presence in the public health domain.
