Summary of the contracting process

Global Commercial Services Group Ltd procured insurance brokerage services for itself, its subsidiary legal entities and joint-venture companies operating under the Commercial Services Group umbrella. The appointed broker is expected to advise the Group, develop and source competitive insurance quotations, and identify policies that reflect the business activities, risk profile and risk appetite of the companies involved. The requirement covers market engagement and insurance policy sourcing rather than the provision of insurance itself. It is a services contract for insurance brokerage, delivered across the United Kingdom. The buyer is a sub-central public authority. The arrangement is structured as a single requirement and is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement has reached the award stage and the tender is complete. One supplier was selected: Advisory Insurance Brokers Limited trading as Everywhen. The award value is £4,890,000 gross, against an estimated requirement value of £7,000,000 gross. The award was dated 10 August 2026, with the standstill period ending on 19 August 2026. The awarded contract period is 24 August 2026 to 23 August 2028, with options for three 12-month extensions, giving a maximum end date of 23 August 2031. The procedure was an open competitive flexible procedure, with participation, tender and presentation or clarification stages. Two bids reached the final stage. Evaluation weighted quality at 60% and price at 40%.

This opportunity indicates demand from a commercial-services group for a broker able to manage insurance requirements across a parent organisation, subsidiaries and joint ventures. A credible competitor for a future requirement would need strong insurance brokerage capability, including risk assessment, understanding of varied commercial activities, advice on suitable cover, market engagement and the ability to obtain and compare competitive quotations. Experience of working across multiple legal entities and translating different risk profiles and appetites into coherent insurance programmes would be relevant. The procurement also shows that quality carried greater weight than price, so evidence of advisory expertise, market access, service quality and effective stakeholder management would matter. The requirement was considered suitable for smaller enterprises and social enterprises, indicating that size alone was not an exclusion.
