Summary of the contracting process

Qualis Property Solutions Ltd procured window and door replacement works for properties and communal areas owned by Epping Forest District Council. The scope covers measured surveys, removal of existing units, manufacture and installation of new windows and doors, making good, insulation and sealing, waste disposal, cleaning, and reinstatement of surrounding finishes. Products must be new, suitable for social housing and supplied by an approved manufacturer. The work is classified as windows, doors and related items (CPV 44221000), with associated construction, repair and maintenance, and housing services. Delivery is across Epping Forest District in Essex. The requirement aims to provide compliant, consistent and cost-effective works while reducing disruption to residents and supporting sustainable materials, waste reduction, local employment and apprenticeships.

The procurement is complete and awarded through a single lot under a selective competitive flexible procedure using a dynamic market. Seventeen valid final-stage bids were received. Evaluation weighted quality at 60% and price at 40%, with negotiation involving shortlisted providers. Emplas Window Systems Limited was awarded the contract on 7 August 2026 for £6,741,149 excluding VAT (£8,089,379 including VAT). The contract period is 1 September 2026 to 31 August 2031, with signature scheduled for 1 September 2026. The tender value was estimated at £4,838,282 excluding VAT (£5,805,938.40 including VAT). Enquiries closed on 26 May 2026 and tender submissions were due by 2 June 2026; the award decision period ended on 24 July 2026.

This procurement demonstrates substantial demand from Qualis Property Solutions for planned window and door works in social housing, delivered across a district-wide property portfolio. A credible competitor would need capacity for surveys, manufacture, installation, making good, resident liaison, cleaning and compliant waste handling, including communal works delivered efficiently. Required technical performance includes installation to BS 8213-4 and compliance with Building Regulations Parts A, B, F, K, L and M, BS EN 14351-1, BS 6375, PAS 24, BS EN 1279 and CDM Regulations 2015. CHAS and Constructionline accreditation are required, while installers must hold FENSA or CERTASS registration. Strong quality systems, KPI reporting, sustainability measures, carbon reduction, recycling, local employment and apprenticeship commitments would support competitiveness.
