Summary of the contracting process

Sheffield City Council is initiating a procurement process for the provision of the Doncaster, Rotherham & Sheffield Integrated Community Equipment Loan Service. The procurement is currently in the planning stage and is intended to support adults and children with assessed needs across Doncaster, Rotherham, and Sheffield, with an anticipated start date of April 2027. Interest from vendors is being sought through a market engagement scheduled to conclude on 26th May 2026. The procurement focuses on health and social work services within the medical equipment sector, and it anticipates a demand increase due to healthcare service shifts into community settings. The procurement method is a 'light touch' procedure with special emphasis on sustainability through a reuse model for equipment.

This tender presents significant opportunities for businesses in the health and social care sector, particularly those supplying medical equipment and services. Firms experienced in providing comprehensive equipment management solutions, encompassing procurement, storage, maintenance, and recycling, are well-suited to compete. The specified service model, reliant on a credit-based dismantling and reuse ethos, offers contract durability and emphasises environmental sustainability, aligning with modern procurement values. Businesses able to deliver a responsive and adaptive service model that complements existing NHS and local authority frameworks will find a favourable environment for growth through this initiative.

Notice Title

Market Engagement for Provision of the Doncaster, Rotherham & Sheffield Integrated Community Equipment Loan Service

Notice Description

* Commissioners are looking to procure an Integrated Community Equipment Loan Service across Doncaster, Rotherham and Sheffield from April 2027. * The service will be jointly commissioned by NHS South Yorkshire ICB and the three Local Authorities, supporting adults and children with assessed needs to live as independently and safely as possible in their own homes. * The service plays a critical role in supporting hospital discharge and the Home First priorities, preventing avoidable admissions, reducing falls, supporting independence, and delaying or avoiding the need for residential or nursing care. * Demand is expected to increase as care continues to shift from acute settings into the community, requiring a responsive, seven-day service model. * The successful provider will be responsible for the end-to-end management of community equipment, including procurement, storage, delivery, installation, maintenance, repair, recall, collection, decontamination, recycling and disposal. Both standard catalogue equipment and specialist equipment (including paediatric and bespoke items) must be managed in line with clinical safety standards, manufacturer guidance and statutory requirements. * A core principle of the service is value for money through a credit-based reuse model. Equipment is actively recalled when no longer required, refurbished where appropriate, and returned to stock to minimise new purchases, reduce waste and maximise environmental sustainability. The new service model will have a greater emphasis on more active recall of items. If you believe that your organisation can deliver the service described in section 4 and you want to participate in the Market Engagement session please contact adam.elwis@sheffield.gov.uk by 12pm on Friday 15th May 2026.
