Summary of the contracting process

Derby College Group procured subcontracted Adult Skills Fund provision, working with delivery partners on ASF1-funded education and training. The service covers adult and other education, including higher, youth and special education provision, with delivery across the East Midlands and particularly the Derby area. The purpose is to support Derby College Group’s funded course offer through subcontractors that can deliver the agreed provision and engage the relevant learner groups. The buyer is Derby College Group, with AGM Procurement supporting the procurement process. The requirement is for education and training organisations able to work in partnership with a further education college and deliver provision across the buyer’s regional area. It is relevant to providers of adult skills, vocational, employability, technical, digital, youth or specialist education services.

The procurement is complete and an award was made on 20 July 2026 following an accelerated open competitive flexible procedure for a light-touch services contract. The award is pending and covers The Construction Skills People Limited, Momentum Recruitment Ltd, Skills College UK Limited and Tempus Training Limited, with an awarded gross value of £6,499,999. The contract is planned to run from 1 August 2026 to 31 July 2028, with three annual extension options taking the maximum end date to 31 July 2031, subject to performance, funding and Derby College Group strategy. Tenders closed on 20 May 2026 and enquiries closed on 13 May 2026. Twenty-four valid final-stage bids were received. Evaluation used qualitative criteria scored out of 120: curriculum and target-group engagement, learner support, resourcing, contract management, social value and the provider profile.

This award shows sustained demand from Derby College Group for external delivery partners in adult skills and related education. A credible competitor for a future requirement would need to define a suitable curriculum, demonstrate effective engagement with target learner groups and provide practical learner support. It would also need sufficient teaching and delivery resources, robust contract-management arrangements and a clear approach to social value. The evaluation placed substantial emphasis on the curriculum and engagement offer, alongside resourcing and management, so providers should be able to explain how their delivery model works in partnership with the college and how performance would be controlled. The successful supplier group includes specialist training providers and construction-skills organisations, indicating relevance for established education or vocational-training businesses able to deliver funded provision at regional scale.
