Summary of the contracting process

The Welsh Government, through Cadw, procured a supply of perishable food and drink products for sale in gift shops and visitor centres at Cadw monuments. The requirement covers core food and drink lines, together with additional non-core products offered at a percentage discount during the contract. The goods are to be delivered across Cadw’s monument estate in the United Kingdom. The buyer is Welsh Government and the service user is Cadw, its historic environment service. This is a goods requirement for suppliers able to provide a broad range of retail food and drink products and support deliveries to multiple visitor-facing sites. The arrangement includes maintaining an agreed product list and handling replacements, discontinued lines and additional product requirements during the contract.

The procurement has been awarded following an open procedure. Two bids were received and evaluated on price (60%) and technical quality (40%); the price assessment covered a core-goods basket (48%) and a discount on non-core goods (12%). Castell Howell Foods Ltd was selected on 7 September 2026 for £390,000 excluding VAT, or £468,000 including VAT. The awarded contract is scheduled to run from 1 October 2026 to 30 September 2029, with three optional one-year extensions allowing a maximum period to 30 September 2032. The tender deadline was 18 June 2026 at 5pm, enquiries closed on 11 June 2026 at 5pm, and the award period ended on 28 July 2026. The award standstill ends on 16 September 2026, with signature scheduled for 18 September 2026.

This outcome demonstrates demand for a food and drink wholesaler able to supply varied retail products to visitor attractions rather than a single premises. A credible competitor would need dependable sourcing of perishable goods, a managed core product catalogue, pricing and discount control, and the capacity to suggest suitable replacements when lines change. Operationally, the requirement calls for weekly deliveries during the high season, relevant low-season deliveries, ad-hoc and potentially short-notice deliveries, and fulfilment of purchase orders within one week. Suppliers would need to deliver directly into gift shops during each monument’s opening hours, manage back-orders and damaged goods, and provide accurate delivery notes and itemised invoices. The two final-stage bids, both from SMEs, indicate that smaller businesses with strong distribution and account-management capability can compete.
