Summary of the contracting process

Procurement for Housing (PfH) is seeking manufacturers and contractors to provide communal doors and door-entry systems for social housing and other eligible public bodies. The requirement covers aluminium, steel, stainless-steel and timber communal doors, alongside wired and non-wired (GSM) audio and video access systems. Services include surveying, design, supply, installation, commissioning, handover and maintenance. Door-entry systems can also be bid for separately. Work may be delivered across England, Wales, Scotland and Northern Ireland. The framework excludes non-communal doors, including house front doors, and fire doors. PfH is a national procurement consortium serving the social housing sector; its framework is intended for use by PfH members and other permitted public bodies.

PfH invited offers through an open procedure, and the process has reached the tender stage. It is divided into nine lots: four manufacturer-only lots for the different door materials, four contractor-only lots for those materials, and one lot for door-entry systems alone. The estimated total value is £80 million excluding VAT (£96 million including VAT). Each lot is evaluated on quality (70%) and price (30%). The framework is planned to run from 1 March 2027 to 28 February 2029, with two optional one-year extensions. The deadline for questions was 30 November 2026 at 17:00, and the bid deadline was 14 December 2026 at 09:00. The award decision was scheduled by 12 February 2027. A 2.6% framework management fee applies to net invoice value.

The opportunity suits door manufacturers able to supply one or more communal-door materials, and contractors with the capacity to survey, design, install, commission, hand over and maintain complete door and entry-system solutions. Suppliers specialising in wired or GSM audio and video entry systems can pursue the dedicated systems lot without bidding for door supply. SMEs are identified as suitable across all nine lots. Bidders should match their offer to the manufacturer-only or contractor-only route where relevant; the separate entry-systems lot covers the access technology and its associated works. The framework gives appointed suppliers a route to call-off work from PfH members and eligible public bodies across the four UK nations. Customers may use direct award or a competitive selection process, as applicable, and establish call-off contracts directly with successful suppliers. No particular accreditation or technical experience threshold is stated in the tender data.

Collectively our Members manage more than 90% of UK' social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. PfH is seeking to appoint suitably qualified and experienced organisations under a multi-lot framework to provide Aluminium/Steel/Stainless Steel/Timber Communal Doors and Audio/Video Door Entry Systems (Wired and Non-Wired). The Framework does not cover non Communal Doors such as front doors for houses or fire doors. The Framework is structured into 9 Lots as follows: Lot 1 - Aluminium Communal Doors and Door Entry Systems - Manufacturers Only Lot 2 - Steel Communal Doors and Door Entry Systems - Manufacturers Only Lot 3 - Stainless Steel Communal Doors and Door Entry Systems - Manufacturers Only Lot 4 - Timber Communal Doors and Door Entry Systems - Manufacturers Only Lot 5 - Aluminium Communal Doors and Door Entry Systems - Contractors Only Lot 6 - Steel Communal Doors and Door Entry Systems - Contractors Only Lot 7 - Stainless Steel Communal Doors and Door Entry Systems - Contractors Only Lot 8 - Timber Communal Doors and Door Entry Systems - Contractors Only Lot 9 - Door Entry Systems Only The Framework will be awarded for a period of 2 years with two x one year optional extension periods (2+1+1).
