Summary of the contracting process

Barcud Shared Services is procuring roofing and solar works for itself and its clients across Wales. The eight-year framework covers three areas: pitched-roof supply, installation and repairs; flat-roof supply, installation and repairs; and solar installation and repair, including solar panel roof-covering work. The arrangement is intended to support future roofing and renewable-energy requirements delivered at properties and sites within Wales. Contractors can bid for one, two or all three areas, with the framework allowing participation by Barcud Shared Services and its clients. This is a construction works opportunity for roofing contractors, specialist roof repair businesses, solar installers and firms able to provide combined roofing and solar services.

The process reached tender: the buyer invited offers through an open procedure. It is an open framework with call-off contracts awarded either by direct award or mini-competition, with or without reopening competition. The tender deadline was 14 August 2026 at 12:00, enquiries closed on 7 August 2026 at 12:00, and the stated award decision date was 17 August 2026. Framework contracts run from 7 September 2026 to 6 September 2034. The estimated values are £16 million net (£20 million gross) for pitched roofs, £4 million net (£5 million gross) for flat roofs, and £12 million net (£15 million gross) for solar installation and repair. Applicants will need to satisfy the economic and technical requirements in the ITT and demonstrate the capacity to support work for Barcud Shared Services and its clients over a long-term framework. The quality assessment covers the proposed approach as well as the commercial offer, making delivery capability important alongside competitive pricing.
