Bidders are restricted to using a maximum font size of 10pt but can select their own font type. The Expression of Interest document will attract 100% of the totals scoring for this EOI stage and will be evaluated against the below scoring criteria. 9-10 The EOI response demonstrates an outstanding level of evidence of similar services. 7-8 The EOI response demonstrates a very good level of evidence of similar services. 5-6 The EOI response demonstrates a good level of evidence of similar services. 3-4 The EOI response demonstrates an average level of evidence of similar services. 0-2 The EOI response demonstrates a poor level of evidence of similar services. 2. Publication of Tender Notice The college publishes: A Tender Notice on My Tender which will detail the procurement documents conditions of participation award criteria procedure description which fully details the process, stages, scoring methodology in a fully transparent process Supplier Selection / Conditions of Participation Following the scoring of the EOI the tendering contractors will be required to submit a formal Invitation to Tender This stage assesses whether suppliers are capable and eligible. the college will check financial standing, technical capability experience and mandatory exclusions this will include pass/fail criteria, scored selection questions, minimum thresholds. Submission Stage Suppliers submit Technical proposals, pricing, implementation plans, responses to award criteria The college will evaluates against published criteria. Following the scoring which is undertaken the produce the top 4 contractors following a MET scoring regime Dialogue / Negotiation Stage The college will engage with the 4 contractors in a structured dialogue the contractors will present their bids and explain their methodology, to explore innovation, social value and the delivery model. Notes of each interview will be recorded for audit the contractors will all have an equal opportunity in their bid presentation. This will allow the college to reassess the MET criteria from the scoring of the submission Down-Selection The college will reduce the 4 contractors to 2 the reduction will be made on the reassessment and clarifications from the bid presentation the contractors will be advised of the reduction in numbers at each stage the top 2 contractors will be invited to Revised Tenders / BAFO Stage The college will invite revised tenders from the 2 remaining contractors to provide their final submission and Best and Final Offer Final Evaluation Final submissions are evaluated against published award criteria and scoring methodology the evaluation and award will be the Most Advantageous Tender (MAT) Contract Award Decision The college finalises moderation, records evaluation rationale, approves award recommendation and will issue assessment summaries, contract award notice and standstill notifications Tender Award Criteria Staffing (10%) Details of the training that will be undertaken for those staff on site with method of delivery, timescales and level of training to be provided. Details of levels of customer care accreditations achieved by staff. Full details regarding safeguarding and prevention processes and training provided must also be demonstrated. Question Weighting 40 Proposals for complying with DBS and SIA qualification requirements. Full details required on the supplier's vetting requirements, including but not limited to, the processes conducted, and the information provided to the client Question Weighting 30 Proposals for covering immediate absence and longer-term absence at this site demonstrating resources available ensuring the contract is fully staffed Question Weighting 30 Contract Management (50%) Proposed management and supervisory structure for this site, including but not limited to, the frequency of visits of the Contract Manager. Question Weighting 5 Proposals for measuring and reporting the contract performance to the Client. Auditing frequency must be detailed. Demonstration of KPI's to be used specific to this contract. Details regarding how the audits are conducted and the technology used to report auditing to the client. Question Weighting 10 Referencing your FE sector experience indicating institutions currently in contract requires minimum of 3 institutions with client feedback and company reference Tendering contractors will also need to provide a minimum of Five years FE sector experience.
