Summary of the contracting process

Derbyshire County Council sought a single contractor for natural flood management works at Breadsall in Derbyshire. The work covers engaging with landowners, maintaining relationships already developed with them, securing permission to install natural flood management measures on their land, and designing and implementing the agreed measures at suitable locations. This is a practical flood-control and environmental works requirement, including river regulation and related construction activity. The contractor would need to coordinate landowner engagement and permissions with the design and delivery of measures, rather than provide construction alone. Delivery is in the Derbyshire area, and the opportunity is relevant to organisations working in flood-risk management, catchment improvement, civil engineering, environmental works and landowner liaison.

The buyer invited offers through a below-threshold open competition, reaching the tender stage, but the procurement was subsequently cancelled. The enquiry deadline was 25 May 2026 at 11:00 and the tender submission deadline was 19 June 2026 at 12:30. The proposed contract period was 26 June 2026 to 25 June 2028. The maximum estimated value was £85,000 excluding VAT, or £102,000 including VAT. There was one lot. Tenders were to be submitted electronically through the Proactis portal. Evaluation was based on the most advantageous tender: quality and technical approach 60%, price 30% and social value 10%. The stated cancellation reason was the need to review and reconfigure the pricing model to assure the scheme’s overall delivery and value.

This opportunity suited a single contractor able to combine natural flood management, flood-control construction and environmental project delivery. Strong candidates would have needed practical capability in designing and implementing measures at agreed locations, managing works on land, and coordinating permissions with landowners. Existing experience of building and maintaining productive landowner relationships would have been important, as would the capacity to manage engagement, approvals, design and delivery as one service. The requirement was identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. It therefore offered a potential route for smaller specialist contractors, environmental organisations, civil engineering firms and partnerships with the operational and stakeholder-management capacity to deliver a complete local flood-management scheme.
