Summary of the contracting process

Yorkshire Purchasing Organisation (YPO) is seeking suppliers for exercise books, with scope to develop wider paper product categories for public-sector buyers through a long-term strategic partnership. The requirement is for goods, including exercise books (CPV 22830000), and covers items within the exercise-book and paper-products scope that a successful supplier can supply over the contract. Delivery is across the United Kingdom. The partnership is intended to support joint development of product categories as well as supply, so it will interest manufacturers, wholesalers and distributors able to serve public-sector demand and work collaboratively with YPO.

YPO invited offers through a two-stage competitive flexible procedure. Suppliers first submit an initial tender and participation responses; up to three are intended to progress to dialogue, followed by selection of a preferred tenderer. Questions were due by 2 November 2026 at 14:00 UTC and tenders by 16 November 2026 at 14:00 UTC. The contract is planned to run from 4 March 2027 to 3 March 2033, with up to two 24-month extensions, potentially taking it to 3 March 2037. Estimated value is £144 million excluding VAT (£180 million including VAT). Evaluation weights are pricing, commercial and service at 40%, quality at 40%, and social value at 20%; dialogue themes are weighted equally across partnership approach, innovation, market growth and procurement strategy.

The opportunity suits suppliers able to provide exercise books and develop or expand a broader paper-products offer for public-sector customers. YPO is looking for a strategic partner, so relevant strengths include a credible long-term partnership approach, relationship management, senior-level commitment and continuous improvement. Suppliers should be able to demonstrate product, manufacturing, social-value and digital innovation, alongside ambition and capability to grow the market, support sales and marketing, and expand categories. The procurement also places emphasis on resilient supply chains, sustainability, risk management and capacity planning. Bidders need to meet financial, technical and legal participation requirements and mandatory requirements; initial responses are subject to a quality threshold, and scoring zero on any scored criterion or sample may lead to disqualification. SMEs and voluntary, community and social enterprises are identified as suitable.
