Summary of the contracting process

The Scottish Government is in the planning stage of a procurement process for the "Secure Transport and Escort of Children" service. This initiative focuses on providing special-purpose road passenger-transport services across Scotland, specifically for the secure transport of children. Organisations interested in competing should complete a Microsoft Form Request for Information by 12:00 noon on 29 May 2026. The contract, anticipated to commence in January 2027, is planned for an initial period of 36 months, with the possibility of a 24-month extension. The contract is valued at up to £720,000 if fully extended. The procurement process is in line with the Children (Care and Justice) (Scotland) Act 2024, underscoring a rights-based and trauma-informed approach. A Suppliers’ Day may be organised depending on interest levels.

This tender offers substantial opportunities for businesses specialising in secure transport services, especially those with expertise in handling vulnerable populations, such as children under the care of Scottish Ministers. Companies capable of providing standby escorts, custody, supervision at court, and handling transfer arrangements when children reach adulthood will find this contract particularly enticing. The procurement method aims to involve services related to prisoner-escort services, classified under CPV codes for targeted service delivery. This engagement represents a significant growth opportunity for businesses able to commit to the standards and expectations outlined by the Scottish Government, aligning with their strategic goals and legislative requirements.
