Summary of the contracting process

North East Lincolnshire Borough Council is leading a procurement process for the development of an Extra Care Housing facility at the former Western Secondary School site in Grimsby. This project involves the design, construction, and management of the facility, along with the provision of care and support services for its residents. The procurement is currently in the planning stage, with a Preliminary Market Engagement taking place to gather industry feedback. Interested suppliers can submit their completed questionnaires by midday on 15th June 2026 via YORtender. The site is located in the UKE13 region of the United Kingdom, and the procurement falls under three industry categories: construction for multi-dwelling buildings, housing services and health, and social work services. The contract is expected to start by 1st April 2027 and last until 31st March 2048, with options for renewal.

This opportunity provides significant potential for businesses involved in construction, housing management, and care services to secure a long-term engagement with a stable local authority. Companies with expertise in delivering integrated housing and care solutions are well-suited to compete, particularly those able to lead a consortium or utilise subcontractors for specific contract elements. The project's comprehensive nature offers the chance for business expansion and enhanced regional influence, allowing suppliers to demonstrate innovative approaches and strong service delivery capabilities in the social and health care sectors. With the gross contract value estimated at over £96 million, there are substantial growth opportunities for businesses able to meet the demanding requirements of this public service initiative.

Notice Title

Extra Care Housing (Western Site)

Notice Description

Currently North East Lincolnshire Council (the Authority) is planning on procuring a single/lead provider to design, build and manage an extra care housing facility at the former Western Secondary School site, Cambridge Road, Grimsby, North East Lincolnshire, DN34 5TA (Western Site). The intention is that the contract will also include delivery of support and care at the facility. Currently, the intention is that there will be three (3) contracts. The first being an Agreement to Lease which will cover the development phase, a Nomination Agreement setting out how the Authority can nominate individuals to be offered accommodation or services by that provider and a service contract to cover delivery of the support and care. The Authority will be open to the provider acting as the lead organisation within a consortium, or alternatively, engage subcontractors to fulfil specific elements of the Agreement to Lease, Nomination Agreement, and/or service contract. This approach is intended to ensure flexibility in delivery while maintaining clear accountability for the overall contract performance. The purpose of this Preliminary Market Engagement (PME) is to make the market aware of the Authority's intention to procure a single provider for the above and gather feedback on its ideas. Further information and a questionnaire can be found in the PME document which is accessible via YORtender - https://uk.eu-supply.com/login.asp?B=YORTENDER
