Summary of the contracting process

Warwickshire County Council procured a digital strategic solutions delivery partner to implement council-wide artificial intelligence and automation services. The scope covers controlled access to tools through the Council’s intranet or another central hub, initially including speech transcription, automated document generation and report writing, language interpretation and translation, and AI-enabled digital assistants such as chatbots. This is an information technology services opportunity combining software systems, implementation, development, consultancy and support. Delivery is for the Council’s services across Warwickshire. The work must support responsible public-sector use of AI, including compliance with UK GDPR and relevant legislation, and alignment with the UK Government’s AI Playbook principles on transparency, accountability, fairness, safety and sustainability. The requirement is suitable for small and medium-sized enterprises.

The procurement is complete and was awarded to BEAM UP LTD on 27 August 2026. It used an open competitive flexible procedure under the Procurement Act 2023. Ten suppliers submitted initial bids and five reached the final stage, including four SMEs. One lot was awarded for £2,000,000 excluding VAT (£2,400,000 including VAT). The awarded contract period runs from 1 October 2026 to 30 September 2028, with a scheduled signature date of 15 September 2026. The evaluation allocated 30% to price and 70% to quality, covering the partnership offer, transcription, document generation and report writing, language interpretation and translation, digital assistants, value-add and innovation, and social value. The contract includes rights for additional purchases and scope changes, subject to the stated legal and contractual conditions.

This award indicates sustained demand from Warwickshire County Council for an integrated AI and automation partner rather than a single software product. A credible future supplier would need to combine implementation, software development, integration, consultancy and ongoing support across transcription, document generation, reporting, translation, interpretation and conversational assistants. Strong capability in secure public-sector delivery is central: bidders would need to demonstrate UK GDPR compliance, responsible AI governance, transparency, accountability, fairness, safety and sustainability. The staged competitive process also shows that the Council values clear written proposals, solution demonstrations, collaborative dialogue and practical optimisation before final tendering. Evidence of managing changing requirements, funding, legislation, service users and emerging technology would strengthen a competitor’s position, alongside measurable social value and innovation. The requirement is accessible to SMEs with sufficient breadth and delivery capacity.
