Summary of the contracting process

Jisc Services Limited intends to procure a digital content platform and associated digital learning resources for further education institutions across the United Kingdom. The service is intended to provide cost-effective access to high-quality content for learners and educators, supporting personalised and adaptive learning through artificial intelligence, hybrid delivery, modular learning and micro-learning. Content should align with curricula, qualifications and future skills, including employability and digital literacy, while supporting financial sustainability and ethical use of AI. The platform will also need to support learner engagement, teaching staff interaction, access and inclusion, and ongoing support. Jisc will purchase e-book content on behalf of its further education members, with collaborative input from focus groups representing the four UK nations.

This procurement is at the planning stage and is currently paused while Jisc reviews the scope; a further update is expected in approximately six to eight weeks. Jisc anticipates a competitive flexible procedure, with an initial Procurement-Specific Questionnaire stage reducing the field to three suppliers, followed by an invitation to tender. The intended arrangement is a single-supplier, open framework without reopening competition. The buyer expects expressions of interest by 30 November 2026, with award decision-making indicated by 10 December 2026 and a further notice anticipated by 2 November 2026. The intended contract period is 1 November 2027 to 1 November 2029, with a possible two-year extension. Evaluation is estimated at 80% technical quality and 20% price. A fixed budget will cover the platform and digital content, but orders may vary.

The planned procurement should suit established digital education, e-learning, educational publishing and learning-platform suppliers able to provide both a mature platform and substantial, high-quality content for further education. Strong preparation will be needed around adaptive learning, artificial intelligence, learner engagement, teaching staff tools, accessibility, inclusion, information security and data protection. Jisc is also looking for evidence of sector relevance, solution maturity and readiness, business continuity, financial resilience, ethical AI, social value and effective contract management. Suppliers progressing to the second stage are expected to provide access to a test environment and support a live, recorded demonstration alongside written responses. Organisations should be prepared for technical and pricing questionnaires, English-language electronic submissions, and delivery at UK-wide scale.
