Summary of the contracting process

Leicestershire County Council, operating as ESPO, is in the planning stage of a public procurement process titled "Security and Surveillance Equipment and Services" under the tender ID 628_27. This initiative falls under the goods and services procurement category and encompasses the establishment of a framework for diverse security and surveillance solutions, ranging from CCTV and access control to intruder detection and independent security consultancy. With a significant investment value reaching up to £222 million, the procurement is scheduled to proceed with a preliminary market engagement set to close at 5 pm on 28 August 2026, with the formal contract period planned to commence on 1 July 2027. Located in Leicester, UKF22, the procurement process is being facilitated digitally via the EastMidsTenders eProcurement Portal, requiring supplier registration and engagement through a Request for Information (RFI) process.

This procurement framework presents a substantial opportunity for businesses specialising in security and surveillance systems to expand their market share within the public sector. The initiative is particularly suited to small and medium-sized enterprises (SMEs) capable of providing comprehensive security solutions, as demonstrated by the emphasis on forming a versatile and integrative security framework. Businesses experienced in manufacturing or providing consultancy for CCTV, access control, ANPR cameras, or body-worn cameras, and those offering integrated security systems, will find this procurement beneficial to their growth strategies. The potential for renewal and a framework agreement further enhances the attractiveness of this opportunity for long-term collaboration with the public sector.
