Cwm Taf Morgannwg University Health Board have utilised Section 41 and Schedule 5 of the Procurement Act 2023. This is justified under: Schedule 5, Paragraph 6 - absence of competition for technical reasons; and Schedule 5, Paragraph 7 - where a change of supplier would result in incompatibility or disproportionate technical difficulties. The contractor is the incumbent and provides specialist, manufacturer-led servicing of Weishaupt systems across the sites. Due to recent capital upgrades and reliance on proprietary components and expertise, no reasonable alternative suppliers exist. A change in supplier would create a high risk of incompatibility, operational disruption, and non-compliance.",
