Summary of the contracting process

Cwm Taf Morgannwg University Health Board bought specialist service maintenance for Weishaupt burners at Ysbyty Cwm Rhondda and Royal Glamorgan Hospital. The requirement covers manufacturer-led servicing of Weishaupt burner systems, including the specialist expertise and proprietary components needed to keep recently upgraded equipment compatible, operational and compliant. NHS Wales Shared Services Partnership-Procurement Services managed the procurement for the health board. The work is associated with boiler repair and maintenance services. The named hospital sites are in Wales, with the buying health board based in Abercynon and procurement support based in Cardiff. The award data also refers to a replacement oil tank at East Glamorgan Hospital, delivered in the same Welsh region, with LCM Environmental Services Ltd and Weishaupt UK Ltd named as suppliers.

The procurement is complete and was awarded through a below-threshold direct award without competition, using the Procurement Act 2023. The stated justification was absence of competition for technical reasons and the risk that changing supplier would cause incompatibility or disproportionate technical difficulties. The award date was 21 July 2026. The award was made to LCM Environmental Services Ltd and Weishaupt UK Ltd, with an awarded value of £33,436.26 excluding VAT (£40,123.51 including VAT). The related contract was signed on 14 July 2026, is active, and runs from 15 July 2026 to 14 July 2029. Its value is £43,800 excluding VAT (£52,260 including VAT). One completed lot was suitable for SMEs.

This procurement shows demand from Cwm Taf Morgannwg University Health Board for specialist maintenance of Weishaupt burner systems in NHS hospital settings. A credible future supplier would need proven capability in servicing Weishaupt equipment, access to proprietary or manufacturer-approved components, and the technical expertise to maintain systems following capital upgrades. Experience of managing compatibility risks, preventing operational disruption and supporting compliance in critical healthcare environments would be important. Suppliers would also need sufficient capacity to cover multiple hospital sites and provide reliable planned maintenance, fault response and technical continuity. The involvement of both Weishaupt UK Ltd and an environmental services SME indicates that manufacturer expertise and complementary site or maintenance capability can form part of the delivery model.

Notice Title

Weishaupt Burners at Ysbyty Cwm Rhondda and Royal Glamorgan Hospital

Notice Description

NWSSP on behalf of Cwm Taf Morgannwg University Health Board (CTMUHB) has awarded a contract via a Direct Award to Weishaupt (UK) Ltd for the provision of service maintenance of Weishaupt Burners at Ysbyty Cwm Rhondda and Royal Glamorgan Hospital. Cwm Taf Morgannwg University Health Board have utilised Section 41 and Schedule 5 of the Procurement Act 2023. This is justified under: Schedule 5, Paragraph 6 - absence of competition for technical reasons; and Schedule 5, Paragraph 7 - where a change of supplier would result in incompatibility or disproportionate technical difficulties. The contractor is the incumbent and provides specialist, manufacturer-led servicing of Weishaupt systems across the sites. Due to recent capital upgrades and reliance on proprietary components and expertise, no reasonable alternative suppliers exist. A change in supplier would create a high risk of incompatibility, operational disruption, and non-compliance.
