The direct award justification for this contract is covered in Schedule 5 of the PA23 Direct Award in Special Cases - Additional or repeat goods, services or works. Franklin Covey was appointed in 2025 through a compliant call off from Government Commercial Agency DPS and has since delivered a leadership programme to the Executive and SMT cohort. That programme is already established and being used, and there is now a need to extend it across all leaders as part of SLC's transformation Enable programme.",
