Summary of the contracting process

The University of Greenwich, located in London, is overseeing a public procurement process titled "Improvements to the Agent Management and Admissions System," under the sub-central government industry category. This procurement focuses on enhancing existing systems that support student admissions and data management. The project, awarded to Stive Technologies Limited, a small or medium enterprise based in Gibraltar, is classified under the direct award method to ensure timely development and compliance with cyber accreditation standards. The procurement status is complete, with the contract set to commence on 1st June 2026, and a scheduled potential completion by 31st May 2030. However, options for extension exist up to 31st May 2032. The contract, valued at £4,000,000 with a gross amount of £4,800,000, falls under the goods category, covering industry-specific software packages.

This procurement offers significant opportunities for businesses specialising in software development, particularly those with expertise in higher education solutions and system architecture integration. Companies owning proprietary technology relevant to the project specifications are well-positioned to gain from participating in similar tenders that might arise. The University of Greenwich's planned merger with the University of Kent may lead to increased demand for specialised IT services, creating further opportunities for skilled software providers to offer innovative solutions and technology enhancements that support institutional growth and student success.

Notice Title

Improvements to the Agent Management and Admissions System

Notice Description

The University of Greenwich has an existing Agent Management and Admissions system which interfaces with our student records and student finance systems. There is a need to complete to an upgrade to ensure compliance with our cyber accreditations to ensure the safety of student data. The fundamental considerations for this solution is that it fits within our existing system architecture, is specialist for the higher education sector and that the company owns the intellectual property rights. The delivery of a timely development is required to enable the university to continue to support its students with admissions, which will deliver essential savings and ensure student success. There are no reasonable alternative or substitute development sites within the desired location that will meet the delivery timescales. This is a critical link to our student experience and to ensure the safety of our students and compliance with Government standards for the Confirmation of Acceptance of Studies. The University is planning to merge with the University of Kent: please see our website for further details.

Procurement Information

Some of the development on the system fits under the regulations as it is proprietary and the work is specialist to the higher education sector. In addition there is a need as existing systems can not support the additional unplanned growth of student numbers and the existing provider can provide the services.
