Summary of the contracting process

This public procurement process involves a development project titled "ID605 Ryepark Development" managed by Aspire Housing, located in Newcastle Under Lyme. It primarily falls under the 'works' category, especially focusing on construction work for multi-dwelling buildings and individual houses. The process is currently in the Award stage, having been completed as of 11th May 2026. The procurement was conducted through a limited, negotiated procedure without the publication of a contract notice due to technical reasons under the Public Contracts Regulations 2015. Key stakeholders include the Newcastle-under-Lyme Borough Council and Capital & Centric (Illusion) Limited. The contract is valued at £11.5 million and involves the development of residential spaces, including 43 affordable homes, at a location situated between Ryecroft, Liverpool Road, Corporation Street, and Merrial Street.

This tender presents significant opportunities for businesses that specialise in residential construction and infrastructure development. The project is funded in part by the Homes England Brownfield, Infrastructure, and Land Grant Fund, indicating substantial backing and financial reliability. Companies with the capability to deliver residential developments, particularly those familiar with negotiated procurement methods and compliance with PCR 2015, will find this contract advantageous. As such, businesses with expertise in large-scale housing projects or those looking to partner with public bodies to address local housing needs could leverage this opportunity for growth and long-term partnerships.

The direct award without prior publication justification applies because: (a) the Council is prepared to sell the land only as part of arrangements that also includes completion of the residential development; (b) Aspire has significant unmet need in the locality of the development, evidenced through long housing waiting lists and (c) there is no sufficient other land on the market which is available for affordable housing development within reasonable timeframes local to fulfil the unmet demand of affordable housing.
