Summary of the contracting process

The London Borough of Tower Hamlets is planning a major procurement process to support the Mayor's Accelerated Housing Programme through the issuance of nine Major Works contracts. This initiative is currently in the planning stage and involves construction work for multi-dwelling buildings and individual houses. The procurement process will kick off with a launch briefing invitation on the 26th and 27th of May 2026 at Tower Hamlets Town Hall, London. Interested parties are encouraged to register by midday on the 22nd of May 2026. The key industry category for this procurement is construction, specifically focusing on housing developments, in the UKI region. The project's notable elements include a significant budget with an estimated gross value of approximately £199.2 million and a contract period expected to start on the 7th of March 2027, concluding by the 7th of March 2031, with potential extensions available until 2035.

This procurement presents substantial opportunities for businesses specialising in construction, refurbishment, and large-scale development projects. The tender's alignment with the public authority's housing delivery objectives could offer advantageous long-term growth for firms with the capacity to handle large contracts. Particularly, small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) may find this an attractive prospect due to the lot's suitability criteria. Businesses adept in constructing residential units and undertaking refurbishment work will be well-placed to compete. Participation in the preliminary market engagement activities, such as the upcoming briefing session, can provide valuable insights into the council's procurement approach, aiding companies in tailoring their strategies to align with the council's housing acceleration goals.
