Summary of the contracting process

Tower Hamlets is procuring construction and development delivery for Batch 1 of its Mayor’s Accelerated Housing Programme in London. The batch covers nine Council-owned sites within a wider programme of 42 sites, with the aim of accelerating the delivery of high-quality affordable and family-sized homes at scale. The procurement is divided into small-scale and larger-scale delivery. Lot 1 covers Strout’s Place, Back Church Lane and Gill Street, requiring affordable housing on three sites comprising 5, 19 and 11 homes respectively. Lot 2 covers Tent Street, Southern Grove, Chisenhale, 33–37 The Oval, Bethnal Green and Tomlinson Close, requiring a mix of affordable housing and homes for market sale. The main category is construction work (CPV 45000000), delivered across London.

The procurement has reached tender: Tower Hamlets has invited offers through a selective competitive flexible procedure, comprising a Procurement Specific Questionnaire stage followed by an Invitation to Tender stage with competitive dialogue. Expressions of interest were due by 10 September 2026 at 12:00, and enquiries by 2 September 2026 at 17:00. The anticipated contract period for both lots is 17 May 2027 to 16 May 2030; Lot 1 may be extended to 8 April 2035. Lot 1 is valued at £22 million excluding VAT (£26.4 million including VAT), and Lot 2 at £110 million excluding VAT (£132 million including VAT); the overall estimate is £132 million excluding VAT (£158.4 million including VAT). Bidders may submit for either lot or both. Up to six compliant bidders per lot will reach ITT, with evaluation based on 50% quality, 40% price and 10% social value.

This opportunity suits contractors and development partners able to deliver housing across multiple sites, with separate capability for small-scale affordable housing and larger mixed-tenure developments. It is suitable for small and medium-sized enterprises, and Lot 1 is also identified as suitable for voluntary, community and social enterprises. Bidders must demonstrate the required legal, financial and technical capacity, pass the initial screening and questionnaire stages, and provide experience-based quality method statements. Delivery arrangements use an amended JCT Design and Build 2024 contract for Lot 1, and a construction and development agreement incorporating an amended JCT Design and Build 2024 contract for Lot 2. Suppliers should be able to manage planning, building safety approvals, ground conditions, grant dependencies and market-facing housing risks.

Notice Title

HAR6192 Mayor's Accelerated Housing Programme Batch 1

Notice Description

The London Borough of Tower Hamlets' (LBTH) Mayor's Accelerated Housing Programme (MAHP) is one of the largest and most ambitious borough-led housing delivery programmes in London. Taking a portfolio-based approach, the MAHP has been established to accelerate the delivery of high-quality affordable and family-sized homes across 42 Council-owned sites over the next five plus years. By taking a programmatic approach, the MAHP moves away from a more traditional, piecemeal, site-by-site and sequential approach to housing development, by moving ahead at scale and with pace. The procurement of the 42 sites will be conducted in batches. This tender notice concerns 'Batch 1' which comprises the first nine sites. Full planning permission for housing developments on all nine sites is currently being sought by the Council. The purpose of this procurement is to procure the delivery of all nine Batch 1 sites. The procurement is being split into two Lots - Lot 1: (small scale delivery) and Lot 2 (larger scale delivery) Lot 1: This Lot consists of three sites (Strout's Place (5 homes) , Back Church Lane (19 homes) and Gill Street (11 homes)), all of which require the delivery of affordable housing. Lot 2: This Lot consists of six sites (Tent Street, Southern Grove, Chisenhale, 33 - 37 The Oval, Bethnal Green and Tomlinson Close), which require a mix of affordable housing and market sale housing to be delivered. Tenderers can bid for: (1) Lot 1 only; (2) Lot 2 only; or (3) Lots 1 and 2. Full details of the procurement are set out in the PSQ Instructions and Invitation to Tender documents.
