Summary of the contracting process

Orbit Group Limited is seeking suppliers for a closed framework supporting the construction and regeneration of homes by Orbit Homes and other eligible group authorities. It covers building materials and related products, equipment, construction fuel and services, including supply, design, manufacture, delivery and hire. The 30 lots cover facing bricks and blocks; joists and roof trusses; lintels and steel; cladding, soffits and fascia; stone cills; doors, timber, ironmongery, staircases and garage doors; small plant and forklift or telehandler hire; and construction fuel. Suppliers can tender for individual lots. Deliveries and services are required in the Midlands or the East of England, according to the lot. The framework is intended to support the delivery of safe, affordable, high-quality and sustainable homes.

Orbit invited offers through an open procedure to establish the framework. The tender deadline was 12:00 on 2 November 2026, following extensions; clarification questions were due by 12:00 on 26 October 2026. The framework is planned to run from 1 March 2027 to 28 February 2031. Its estimated value across all lots over the four-year term is £85.7 million; individual lot estimates are set out in the tender documents. Each lot is evaluated on price (60%) and quality (40%). Suppliers could submit electronically in English. The framework is closed, with up to 300 participants and call-offs made with or without reopening competition. The buyer planned to finalise its award decision by 27 January 2027.

The opportunity suits specialist manufacturers, merchants, distributors, fuel suppliers and equipment-hire businesses able to serve housing construction sites in the relevant region. SMEs and voluntary, community and social enterprises are identified as suitable across the lots. Suppliers should be able to meet the product schedules, drawings, technical specifications, house-type and site requirements associated with their chosen lot, and deliver reliably to project programmes. Design-led lots require relevant design and manufacturing capability, including preparation of drawings and, where required, calculations and product approval submissions. Plant and lifting-equipment hire suppliers need to cover delivery, collection, maintenance, replacement and breakdown support, and provide safety documentation; low-emission or electric options are sought where available. Quality as well as price contributes to evaluation, so suppliers need to demonstrate the quality of their offer.

This Procurement is designed to establish a Closed Framework through an Open Procedure in line with PA23 for the supply, design, manufacture, delivery and/ or hire of building materials, associated products, equipment and construction fuel for Orbit Group Limited and any other Authority Group member entitled to use the Framework Agreement. It is intended to provide a resilient, compliant and value-for-money supply route that supports Orbit Homes (2020) Limited and the wider Orbit Group in delivering safe, affordable, high-quality and sustainable homes. The Framework will consist of 30 individual Lots for the supply of key materials used in the construction and regeneration of our homes. Supply facing bricks, brick arches and brick specials in accordance with planning requirements, technical specifications, product schedules and site programmes.

Midlands - Thermal and Concrete Blocks

Supply thermal and concrete blocks in accordance with drawings, U value requirements, technical specifications and product schedules.

Midlands - Joists - design, manufacture, supply and delivery

Design, manufacture, supply and delivery of all timber joists and engineered joists as per house type. Submissions must address design basis, drawings, calculations where required, inclusion checklist, bracing, wall plates, metalwork, restraint straps, protection kits, stairwell protection where applicable, offload restrictions, delivery assumptions and approval process.

Midlands - Thermally Broken Lintels and Steel

Supply thermally broken lintels, steel products and associated items.

Midlands - Soffit, Fascia, GRP and Cladding, design, manufacture, supply and delivery

Supply soffit, fascia, GRP and cladding products. Commodity elements may be priced using product schedules. GRP, cladding and plotted or design-led items must be priced using drawings, elevations, plot schedules, fixing assumptions, colour and finish requirements, certification requirements and inclusion checklists.

Midlands - Stone Cills manufacture, supply and delivery

Manufacture, supply and deliver stone cills in accordance with drawings, profiles, sizes, finishes and technical specification.

Midlands - Internal Doors and Linings

Supply internal doors and linings in accordance with tenure specifications, house type schedules, drawings and project requirements.

Midlands - First and Second Fix Timbers

Supply first and second fix timbers, associated sheet materials and finishing materials where specified.

Midlands - Ironmongery

Supply ironmongery in accordance with specifications, door schedules and tenure requirements. Schedules must capture social rent handles, house number plaques and loft access doors or loft traps where included.

Midlands - Staircases

Design, manufacture, supply and delivery of all staircases in accordance with drawings, specifications, house type information and approved design submissions.

Midlands - Garage Doors

Supply garage doors in accordance with project schedules, drawings and specifications.

Midlands - Small Plant Hire

Provide small plant hire in accordance with the equipment list, site requirements and hire schedule. Pricing must include weekly hire rates, pro rata treatment for additional days, delivery, collection, maintenance, replacement, breakdown support, safety documentation and low emission or electric alternatives where available.

Formats & Timing of the Engagement Orbit have considered the market's resources, the time and cost of engagement and the prevention of barriers to participation. Orbit have decided that the format of the engagement will be: 1. A one & half hour webinar with interested suppliers to present Orbit's planned Materials Framework and take feedback. The webinar will include a Q&A session • Orbit Presentations 30 minutes • Q&A 45 minutes • Summary 15 minutes Orbit will allow sufficient time for participants to prepare for and participate in the engagement.
