Summary of the contracting process

The Department for Transport procured research services to collect data on seafarers active at sea in the UK shipping industry. The resulting data supports the Department’s seafarer statistics, policy decision-making, promotion of the UK maritime sector, and information used by maritime trade unions, industry bodies, academics, researchers and specialist members of the public. The work covers the United Kingdom. It is a public-sector data collection and research requirement, with related economic and social research elements. The buyer is the Department for Transport, a central government authority. The requirement was organised as a single service package and is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement is complete and the contract was awarded to The Chamber of Shipping Ltd. It used a below-threshold open competition, with electronic submission allowed. The enquiry deadline was 28 May 2026 at 12:00 and the tender deadline was 11 June 2026 at 12:00. Evaluation weighted quality at 70% and price at 30%. The estimated value was £25,000 excluding VAT, or £30,000 including VAT. The award led to an active contract signed on 20 July 2026 and awarded on 27 July 2026, with a contract value of £23,800 excluding VAT, or £28,560 including VAT. The initial contract period runs from 27 July 2026 to 26 July 2027, with annual extensions available for 2028, 2029 and 2030, subject to the stated maximum period.

This award demonstrates demand from the Department for Transport for specialist collection and analysis of seafarer data across the UK shipping industry. A credible future competitor would need to understand maritime employment and the UK shipping sector, design and operate reliable data-collection processes, and produce accurate statistics suitable for publication and policy use. Experience serving several audiences would be relevant, including government policy teams, maritime trade unions, industry bodies, academics, researchers and specialist public users. Because quality carried substantially more weight than price, evidence of methodological strength, data quality, clear reporting and dependable delivery would be important. The successful supplier was an SME, indicating that the requirement can be delivered by a focused specialist organisation rather than only a large research contractor.
