Summary of the contracting process

Clyde Valley Housing Association Limited procured servicing, repairs and maintenance for communal secure entrance doors and door-entry systems across its housing properties. The requirement covers inspection, repair and replacement works for front and rear doors serving tenements, four-in-a-block properties, multi-storey blocks and mixed-tenure buildings where the association is responsible for common closes and entrances. The service relates to electrical building installations and is delivered across Clyde Valley, North Lanarkshire and South Lanarkshire. Approximately 232 properties were to be inspected each year, with some properties containing both front and rear entrance doors. The buyer is a housing association based in Motherwell, and the requirement is managed as a measured-term contract with key performance indicators.

This procurement has been awarded following an open procedure. The contract was awarded to Robertson-Acom Limited, an SME, and signed on 25 August 2026. The active contract is worth £325,231.27. The wider estimated tender value was £1,000,000. The planned initial contract period was 1,080 days, with up to two further one-year extensions subject to satisfactory performance, continuing need, and offer and acceptance. Bids closed at 12:00 on 18 June 2026, when bids were opened and evaluation began. Eight electronic bids were received, all from SMEs. Evaluation was based on quality at 60% and price at 40%. Variants were not permitted, and submissions were required in English.

The awarded supplier profile indicates that credible competitors for this requirement need practical capability in secure communal entrance doors and electronic door-entry systems, including planned servicing, fault diagnosis, repairs and replacement works. They should be able to work across a varied social-housing estate containing tenements, four-in-a-block properties, multi-storey buildings and mixed-tenure developments, while coordinating access and work across a substantial recurring property portfolio. Relevant experience should include maintaining both front and rear communal entrances and delivering a measured-term service against defined performance measures and KPIs. The competition also shows that smaller businesses can participate: all eight bids came from SMEs. A future competitor would need to demonstrate reliable service delivery, suitable technical staff, responsive repair capacity and the ability to evidence quality alongside competitive pricing.
