Lincolnshire Partnership NHS Foundation Trust (LPFT) (The Authority) is exploring Pharmaceutical Dispensing Services including the Supply and Delivery of Medicines options and wishes to gain valuable insights into the provider landscape, the scoping and feasibility of requirements and potential refinement and development of the specification.

Lot 1

The Authority provides mental health, learning disability and autism services across the county. It currently requires a Provider to deliver an outsourced Pharmaceutical Dispensing Services including the Supply and Delivery of Medicines across LPFT sites, supporting mental health inpatient, community, and crisis services. Additional information: The Authority is using this pre-market engagement (PME) stage as a fact-finding process to help understand the current market, capabilities of suppliers, the nature of services, and feasibility of supply options, which is critical for determining the most appropriate route to market and for choosing the correct procurement process. For the avoidance of doubt this is not a call for competition.

The Authority anticipates that any future procurement will fall under the Health Care Services (Provider Selection Regime) Regulations 2023, potentially using the Most Suitable Provider or Competitive Process, although this may be subject to change following the PME stage.

The Authority reserves the right to abandon this procurement and/or change the procurement route or process and make any subsequent changes to the existing specification as a result of the conclusions of the PME responses.

Part 1 is a summary description of the service requirements and relevant background information.
Part 2 is a series of questions upon which we would like to understand the feasible and preferred approach of the market. Please be as open as possible and include problems that may be encountered.
It would be appreciated if Part 2 could be completed and responses sent back via Atamis by Monday 8 June at 12 noon by at the latest.
