Summary of the contracting process

Cyngor Gwynedd is seeking a contractor for multi-site solar photovoltaic installation works across 11 of its properties in Gwynedd. The requirement covers the complete delivery of solar PV generators: design, supply, installation, commissioning and setting to work. The systems must be connected in parallel with the Distribution Network Operator’s network. This is a works contract involving solar panels, solar installation and associated solar panel roof-covering work. It may suit main contractors or specialist renewable-energy and electrical installation businesses able to manage the full design-and-build scope, including grid connection and commissioning, across multiple council sites. The procurement is being run by the council as the public-sector buyer.

The procurement has reached tender: Cyngor Gwynedd invited offers through a below-threshold open competition. Bidders submit electronically through the E-Tender Wales Portal. The deadline for enquiries is 25 September 2026 at 12:00, and the tender submission deadline is 2 October 2026 at 12:00. The contract is scheduled to run from 1 December 2026 to 3 September 2027, with a possible extension until 30 November 2027; extensions may be needed to complete the works. The evaluation gives the greatest weighting to technical quality, making delivery methodology, installation competence and the ability to manage multi-site works important. Social value commitments will also form part of the bid.
