Summary of the contracting process

The Corporate Officers of the House of Commons and the House of Lords have initiated a procurement process for transcription services, aiming to support the proceedings of various committees within the UK Parliament. The tender, titled "Transcription Services," is currently in the planning stage and involves a Request for Information (RFI) to gauge market capabilities. This procurement falls under the services category with a significant focus on verbatim reporting, and it seeks to establish a framework with multiple suppliers. The engagement milestone is set for 28 May 2026, and the process includes a preliminary market engagement notice. The procurement is strategically located in London, United Kingdom, with the potential contract running from 20 September 2026 to 19 September 2029, extendable for an additional year.

This opportunity presents growth potential for businesses specialising in transcription and document management services, especially those able to offer robust support during peak legislative periods. With a gross value of £2,000,000, the contract is well-suited for SMEs capable of providing high-quality interpretation, typing, and related software solutions, such as document management packages and sound recording systems. The procurement framework also encourages the participation of vendors capable of innovative solutions to meet the demanding needs of committee reporting within central government structures.

Transcription Services

Notice Description

The Corporate Officers of the House of Commons and the House of Lords (the Authority) would like to notify the market of a potential upcoming requirement. This Request for Information (RFI) seeks information relating to Transcription Services. The House of Commons and the House of Lords (the Authority) is looking to establish a framework to procure several suppliers to provide transcription services to the House of Commons and House of Lords. The service will be required to provide verbatim reporting of the proceedings of Select Committees (including Joint Committees), Private Bill Committees, and of other proceedings as required. A proportion of this transcription work will be carried out by the Official Reporters, therefore this contract would be required to support the internal team, particularly in busy periods. The purpose of this questionnaire is to engage with the market ahead of a procurement exercise for the transcription services. We will use the insights we gain here to shape our requirements for that procurement. We expect to agree this contract for an initial period of 3 years, with the possibility of a 1 year extension option (3+1).
